Call for Expression of Interest: YAhealth Digital Health Platform Support and Maintenance

Towards furthering this cause, CHB is seeking a qualified service provider to support and maintain the YAhealth Digital Health Platform, ensuring its optimal performance, security, and scalability.

Overview of YAhealth Digital Health Platform

Since 2023, Community Health Boosters (CHB) has been collaborating with UNICEF and Rwanda Biomedical Center to enhance the YAhealth, a digital health platform designed to provide reliable health information to young people. This partnership aims to improve accessibility, user experience, and the effectiveness of social behavior change campaigns while ensuring age-appropriate content and robust data collection. The YAhealth platform comprises a mobile and web-based application, serving as a vital resource for youth seeking health information. The app has key features including Health info, cycle tracking system, self-mental health screening tool, Service geotracking, Talk to health expert, Online Community, Gamified quizzes and testimonials plus YAhealth dashboard. As the app undergoes its final redesign stages, CHB recognizes the need for ongoing technical support and maintenance to ensure its sustainability and continued impact.

Scope of Work

CHB is seeking a qualified service provider to support and maintain the YAhealth Digital Health Platform, ensuring its optimal performance, security, and scalability as well integrating other needed adjustments and new features as needed. The selected service provider will be responsible for technical support, bug fixes, system updates, performance monitoring, and continuous improvements to enhance user experience. This engagement aims to maintain the app’s reliability, responsiveness, and efficiency in delivering health-related content to young people across Rwanda.

Requirements

Interested applicants should demonstrate the following:

  • Proven experience in mobile and web application development, maintenance, and technical support.
  • Experience in programming languages such as NGINX, Java, Kotlin, PHP, XHTML, JavaScript, and Bootstrap.
  • Experience in the development of mobile apps using Android with Swift, Xamarin, React Native, and Flutter
  • Strong experience in frameworks, including CODEIGNITER, NodeJs, ReactJs, and Angular 6.
  • Experience in database management systems, such as MySQL, MongoDB, PL/SQL, and Oracle.
  • Familiarity with programming software using Digital Object Architecture.
  • Strong expertise in Android, iOS, and web-based platforms.
  • Knowledge of database management, cybersecurity, and cloud hosting solutions.
  • Ability to troubleshoot and resolve system issues promptly.
  • Experience in UI/UX improvements and user engagement strategies.
  • Familiarity with social behavior change communication and digital health solutions is an added advantage.
  • Capacity to provide regular technical reports and recommendations for future app enhancements.

Evaluation Criteria

The selection process will be based on the following key factors:

  • Technical Expertise (30%): Demonstrated ability to provide mobile and web application support.
  • Relevant Experience (25%): Past performance and experience in similar digital health projects.
  • Proposed Methodology (20%): Approach to maintaining and improving the app’s functionality.
  • Financial Proposal (15%): Cost-effectiveness and value for money.
  • Capacity & Timeliness (10%): Ability to respond to support requests and deliver timely solutions.

Submission Guidelines

Interested applicants should submit their Expression of Interest (EOI) including:

  • Company profile and relevant experience.
  • Technical proposal detailing the approach to YAhealth Digital Health Platform support and maintenance.
  • Financial proposal.
  • At least three references from previous similar projects.
