The country is also regarded as a pioneer in Africa in environmental protection, digitalisation and gender equality.Despite these encouraging developments, however, Rwanda is still a very poor country that continues to rely on international support. This support is in virtually all sectors and is coordinated by the Rwandan Government. Call for Expressions of Interest (EoIs) for Result-Based Reimbursement (RBR) for Sustainable eCooking Access to Leverage Electricity Uptake in Rwanda

Background: 

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development, Good Governance, Climate, Energy and Sustainable Urban Development, Digitalization and Digital Economy, Mineral Governance, Peace and Security in the Great Lakes Region.

Energising Development Rwanda Programme (EnDev Rwanda), implemented by Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) is inviting companies selling electric cookstoves (electric pressure cookers and induction stoves) to express their interest in participating in an RBR facility for eCooking focused on availing and selling eCooking appliances of high quality to selected beneficiaries and districts. Companies are expected to support the enhancement of eCooking integration and use on Rwandan market.

Targetgroup

This opportunity targets electric-cooking companies legally registered in Rwanda, specifically promoting eCooking through commercial or market -based approaches.

Company eligibility criteria

  • Legally registered in Rwanda as a company operating in energy sector,
  • Valid RSSB and RRA certificates,
  • Authentic laboratory test certificate of the appliance
  • Technical specification sheet of each sort of appliance
  • Willingness and capacity to reach out to customers located in Nyarugenge, Kicukiro, Gasabo, Kamonyi, Muhanga, Ruhango, Rubavu, Musanze, Kayonza, Bugesera, and Rwamagana districts,
  • Experience in eCooking promotion and market development,
  • Experience in managing and scaling similar projects in Rwanda.
  • Financial and operational capacity to support the project, including the pre-financing ability toward RBR implementation.
  • Ability to deploy metering mechanisms (or systems) for retrieving real-time end-users eCooking usage data necessary for verification by the IVA (built-in or non-manipulable external meters)
  • Existing mechanisms to honour warranty claims and to provide after sale service.
  • Infrastructure and staff in place to run an eCooking RBR facility targeting multiple beneficiaries and willingness to provide a specific lead staff member to be liaison staff with EnDev.

Eligibletechnologies

  • Electric Pressure Cookers (EPC) and induction cooktops, incl. smart built-in or external metering systems
  • The stoves should fulfil the performance indicators of Tier 5 as per the Ministerial Guidelines for Clean Cooking Technologies.
