CALL FOR PROPOSALS TO CONDUCT AN ENDLINE EVALUATION FOR BUDGET ACCOUNTABILITY PROJECT
1.Introduction
ActionAid Rwanda, in partnership with Collectif des Ligues et Associations de Défense des Droits de l’Homme au Rwanda (CLADHO), is implementing the project “Strengthening Youth-Led Organizations to Advocate for Enhanced Budget Accountability in Rwanda” (October 2023–September 2025, with Extension to March 30th 2026), funded by the European Union and implemented in all 30 districts of Rwanda.
As the project approaches completion, ActionAid Rwanda intends to conduct an endline evaluation across 10 sampled districts. In this regard, ActionAid Rwanda invites qualified individual consultants or consultancy firms to submit proposals to carry out the endline evaluation.
2. Purpose and Objectives of the Consultancy
The purpose of this consultancy is to assess the achievement of the project’s objectives and results against the baseline and planned indicators. The evaluation will document key achievements, challenges, lessons learned, and generate recommendations to inform reporting, accountability, and future programming.
3. Terms of Reference

4. Submission of Proposals
Well-written technical and financial proposals, in English, should be submitted to the ActionAid Rwanda Office in Remera, Kigali, not later than 06th February 2026 at 1:30 PM. Late submissions shall not be considered.
N.B: ActionAid Rwanda reserves the right to cancel this procurement process at any time without obligation to provide justification or compensation for any costs incurred by applicants.
