1. Background:

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development, Good Governance, Climate, Energy and Sustainable Urban Development, Digitalization and Digital Economy, Mineral Governance, Peace and Security in the Great Lakes Region.

Skills Development for Economic Transformation (SD4T)

Rwanda’s economic growth has been remarkable, annual growth rates averaged at eight per cent over the past two decades. Yet, unemployment (21.1 %) and underemployment (58.9 %) remain high. The majority of the population works in the agriculture sector, where incomes are low. Moreover, the number of young people entering the labour market is increasing. A large proportion of local companies are unregistered micro-enterprises which are not very competitive and cannot harness the long-term potential for growth. Most of them are only creating a handful of jobs at present. Domestic value creation, specifically in the light industrial sector is low and meets international standards only to a limited extent. At the same time, the professional skills of many job seekers do not match the requirements of the labour market.

With strategies like the National Strategy for Transformation (NST 1) and Made in Rwanda Policy, the Government of Rwanda is promoting skills development, the creation of off-farm jobs and domestic value creation. To contribute to the Rwandan Government’s strategy, the German Federal Ministry for Economic Cooperation and Development (BMZ) commissioned GIZ to implement the programme “Skills development for economic transformation (SD4T)” from 2023 to 2026, as part of the priority area “Sustainable Economic Development” of the Rwandan-German Development Cooperation. The programme is co-funded by the European Union (EU). The programme’s main political partners are the Ministry of Trade and Industry (MINICOM) and the Ministry of Education (MINEDUC). As a specific focus, SD4T supports the Government of Rwanda in stepping up its efforts for local inclusion and graduation of refugees out of humanitarian aid, which is reflected in the Joint Strategy on Economic Inclusion of Refugees and Host Communities in Rwanda (2021-2024) by MINEMA and the United Nations High Commissioner for Refugees (UNHCR).

The programme aims to create jobs and strengthen the competitiveness of micro, small and medium-sized enterprises (MSMEs) and cooperatives in the light manufacturing industry (e.g. furniture production, metal processing etc.) according to the principles of inclusivity, productivity and environmental sustainability. This will be achieved by following an integrated approach to employment promotion, consisting of 1) the promotion of technical and vocational education and training to enhance the quality of labour supply, 2) private sector development to raise labour demand, and 3) economic policy advice to improve the matching of labour supply and demand. A specific focus is placed on the economic empowerment of women, refugees and host communities.

2. Context:

Rwanda has set high expectations for growth in the tourism sector which has been a flagship sector and one of the cornerstones of the country’s economy. The sector is an engine for job creation as well as for demand of Made in Rwanda products. Rwanda envisages to reach the goals of doubling tourism revenues by investing in tourist attractions as tourist spending can only increase if there are attractions, activities and events for tourists to spend on.

The Rwanda Development Board (RDB) is a public institution that was established to fast track among others economic development through tourism development. As a result, one of the tools to successfully enhance economic growth in this sector is the employment and wealth creation in general by preserving and promoting Rwanda tourist attractions located in different tourism Destination Management Areas (DMAs).The SD4T programme in collaboration with Rwanda Development Board and other key stakeholders in the sector will be offering support towards the implementation of the Rwanda Sustainable Tourism Master Plan through upgrading the Congo Nile Trail.

3. Objective:

The objective of this assignment is to signalize the southern part of the Congo Nile Trail. The contractor will be expected to design, manufacture and install signposts to the different identified sites along the trail from Karongi to Kamembe.

4. Tasks to be performed by the contractor:

The contractor will be responsible for providing the following services:

  • Designing the signposts in accordance with the signalization standards of RDB and provide samples for approval to the responsible team within the SD4T programme and RDB.
  • Produce the designed signage as per the design specifications provided by RDB and the SD4T programme.
  • Install the signage to specific tourism sites provided by RDB and the SD4T programme.

5. Specifications of the signage for the Congo Nile Trail:

Based on the understanding of the tourism destination and signalization concept, the consultant will design, produce and install different signposts with the following specifications:

  • The map of the destination in both directions
  • Show the route with viewpoints, natural and cultural points of interest, accommodation, and all other tourism facilities in place (shops, centers, etc.)
  • Pictures of the landscape and the most important attractions contacts for additional information or emergency

  • Information board 140 cm x 160 cm (high x width)
  • A general Rwandan-like design of the board and the frame have to be developed. Each board is unique and adapted to the location.

Concrete Signposts

Waymarks:

  • Made of fibre concrete or of reinforced concrete with plain surface (use metal formwork) and a bevelled top
  • Fibre-reinforced concrete C30/37 WF (suitable for wet or humid weather conditions), stainless steel fibres
  • Reinforced concrete C30/37 WF (with up to 4 steel bars, calibre 10 mm), covering of bars at least 3,5 cm
  • Footprint of 15 x 15 cm and is all in all 180 cm high. The bottom part (around 80 cm) anchors the post safely in the ground. 100 cm show off the ground.
  • Must be produced with dark grey or black colored concrete.
  • A prototype of the signalization-post must be presented and approved before starting the production.

Note:

Interested applicants should ensure to use locally made materials for the production of the above-mentioned signage.

6. Milestones/ Timelines:

The following basic calculations for the contract for works are a reference value based on the acceptance criteria for each partial work/milestone specified in this document (Tasks to be performed by the contractor).

Since the contract to be concluded is a contract for works, we request you to offer your services at a lump sum price. Therefore, please divide the lump sum price into the milestones described below. Duration of the assignment: The assignment will be conducted from July 2024 until October 2024

7. Personnel concept:

The Contract is required to provide personnel who are suited to filling the positions described, on the basis of their CVs, the range of tasks involved and the required qualifications.

Team leader/ Coordinator

  • Overall responsibility for the advisory packages of the contractor (quality and deadlines)
  • Coordinating and ensuring communication with GIZ, partners and others involved in the project.
  • Personnel management, identifying the need for short-term assignments within the available budget, as well as planning and steering assignments and supporting local experts.
  • Regular reporting in accordance with deadlines

Qualifications of the team leader

  • Education/training: A2 level from technical schools or certified from technical advanced trainings.
  • Language: Fluency in Kinyarwanda and English
  • General professional experience: 8 years of professional experience in the technical works with references as proof.
  • Specific professional experience: 8 years’ experience in manufacturing of road signs, streets signalization, large format printing, vinyl and poster printing business with references as proof.

Temporary workers:

The contractor will also be required to hire other temporary workers (up to 5) along the different CNT sites to support with the production of the concrete posts and installation exercise during the implementation of this project. These will be expected to work along with the selected technical person from the company that will be responsible for overseeing the general implementation of this project.

8. Project management of the contractor

The contractor is required to explain his/her approach for coordination with the GIZ-SD4T project. In particular, the project management requirements specified in Chapter 4 (Tasks to be performed by the contractor) must be explained in detail.

The contractor is required to draw up a personnel assignment plan. the plan includes information on the deliverables and assignment dates (duration and/ or expert months) and the allocation of work packages in this assignment as set out in the schedule.

9. Expressions of Interest process

GIZ invites the contractors based in Rwanda wishing to participate in this call for EoI for Upgrading and Signalization on the Congo Nile Trail, to express their interest following below steps:

Site visit:

  • Interested companies should send an email to procurement-rw@giz.de for registration by 12:00 noon on the 7th June 2024 with subject “83463432-Site visit Registration” (without this sentence you registration might not be considered) to receive details of the mandatory site visit that is required for companies submitting offers in relation to this tender.
  • The location and date of the site visit will be communicated with only the registered companies by the responsible technical personnel in charge of this project and potential applicants are required to avail themselves for the site visit during the week of 10th June 2024.
  • Please note that only companies that will have taken part in this site visit will be considered and allowed to submit their final offers for this tender and all costs related to the planned site visits will be incurred by the companies and not GIZ or any of its partners.
