EXPRESSION OF INTEREST TO HIRE A FACILITATOR TRAIN INCLUSIVE EDUCATION COMMUNITY WORKERS (IMBONI Z’UBUREZI BUDAHEZA) ON PROMOTING INCLUSIVE EDUCATION, ESPECIALLY FOR GIRLS AND CHILDREN WITH DISABILITIES 

1. Background

The Rwanda Education sector prioritizes inclusive education as a key strategy to ensure that all children, including girls and those with disabilities, have equal access to quality learning opportunities. However, challenges such as stigma, lack of awareness, inadequate capacity of community actors, and limited engagement of parents and local leaders still hinder the full inclusion of these children.

To address these gaps, REFAC Uunder the project “Strengthening Local Education Governance and CSO Participation for Enhanced Service Delivery” seeks hire a facilitator to build the capacity of Inclusive Education Community Workers (Imboni z’Uburezi Budaheza) to promote inclusive education at community and sector levels.

2. Purpose of the Assignment

The overall objective of this training is to strengthen the knowledge and skills of community workers to promote inclusive education practices that ensure girls and children with disabilities access, participate in, and complete their education.

3. Specific Objectives

  1. Enhance understanding of inclusive education concepts, policies, and frameworks.
  2. Strengthen community workers’ capacity to identify, support, and refer children with disabilities and out-of-school girls.
  3. Equip participants with advocacy and community mobilization skills to promote inclusive education at the local level.
  4. Foster collaboration between schools, parents, CSOs, and local authorities for inclusive education.

4. Scope of Work

The facilitator will undertake the following activities:

  • Develop training materials and agenda tailored to inclusive education, gender equity, and disability inclusion.
  • Facilitate participatory training sessions using practical examples and case studies.
  • Provide guidance on community awareness, referral pathways, and follow-up mechanisms.
  • Conduct pre- and post-training evaluations to measure knowledge gain.
  • Produce a comprehensive training report including key recommendations.

5. Expected Deliverables

  • Approved training agenda and facilitation materials (PowerPoint, handouts, group exercises).
  • Conducted training sessions for Inclusive Education Community Workers.
  • Pre- and post-test results report.
  • Final training report summarizing key lessons, participant feedback, and recommendations.

6. Duration of the Assignment

The assignment is expected to last 25 days, including preparation, delivery, and report writing.

7. Required Qualifications and Experience

Bachelor’s degree or higher in Education, Special Needs Education, Gender Studies, or related field.

Proven experience in facilitating inclusive education or disability inclusion trainings.

Strong understanding of Rwanda’s education policies and frameworks.

Excellent facilitation and reporting skills in Kinyarwanda and English.

8. Reporting and Supervision

The facilitator will work under the overall supervision and guidance of the REFAC National Coordinator and under daily coordination of the TWIYUBAKIRE IMIYOBORERE Y’UBUREZI Project Manager to ensure quality delivery and documentation of results.

9. Logistics and Payment

The organization will cover logistical expenses related to venue, training materials, and participant refreshments and facilitator payment will be made based on satisfactory completion of deliverables as outlined in the contract.
