The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been working in Rwanda for more than 40 years.Rwanda is a country with a turbulent and, at times, tragic history, and the impact of the 1994 genocide is still felt today. Nevertheless, Rwanda has achieved progress at a number of levels since 2000. Stability, security, steady economic growth and low corruption are some of the key successes. The country is also regarded as a pioneer in Africa in environmental protection, digitalisation and gender equality.Despite these encouraging developments, however, Rwanda is still a very poor country that continues to rely on international support. This support is in virtually all sectors and is coordinated by the Rwandan Government. As a reliable partner in an efficient task-sharing system, GIZ works in three priority areas on behalf of the German Government:

1. Background
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development, Good Governance, Climate, Energy and Sustainable Urban Development, Digitalization and Digital Economy, Mineral Governance, Peace and Security in the Great Lakes Region.Context:
The Decentralisation and Good Governance Cluster plan to move to a common office space under one roof for all 9 projects. The office is around 730 sqm usable area which will provide the workspace for about 51 GIZ staff.
2. Description of assignment:
As mentioned above, the space rented in Golf View Rise Building consists of roughly 730 sqm. Currently, the office space is a space with existing partitions and separate toilets. Architectural plans on how to occupy and refurbish the existing space have been drawn up.
The existing space is currently separated by existing partitions but a new partition project have been designed to fit with the needs of the GG Cluster.
3. Tasks to be performed by the contractor
Under the supervision of the architect and the project directors of the programmes, the contractor will be expected to undertake the partitioning and refurbishment of the following space (details of the works are provided in the drawings layouts and bill of quantities of the project):
Brief description of the works to be implemented
Existing partitions:
The partition and masonry walls will be demolished according to the demolition layout. Rubble shall be evacuated using stairs. The ways (stairs and corridors of the building) used to evacuate rubble shall be maintained clean during all the duration of the works. The remaining part of the partition and walls will be kept in good condition during the implementation of the works.
Existing doors and glazed openings will be removed without damage to be reused in the new project. In case of damage, the value of the damaged door or window will be deducted from the amount of the works.
The floor tiles of the various spaces will have to be protected during all the duration of the demolition process. In case of any damage, the contractor will have to replace the damaged floor tiles.
New partitions:
The new office space will include a reception with waiting area, 17 office rooms, one open space area for 8 working stations, one big meeting room, one small meeting room, 4 closed cubicles or phone boxes, 4 open cubicles, one support staff room, one lunch area with kitchen corner, two storage and two toilets.
- New gypsum soundproof partitions shall be built according to the project layout and BoQ specification, to separate the different spaces including offices, meeting rooms, phone boxes.
- The gypsum partition shall include a double layer of gypsum board on each side of the partition, supported by galvanized metal frame. The partition shall cover all the height from the floor up to the bottom of the slab, with rock wool layer between the gypsum for sound insulation.
- Part of the partition will be made up with baked bricks exposed masonry according to the project layout and BoQ specification. Brick should be industrial or semi-industrial bricks (model of bricks should be approved by the architect before implementation), including repointing (2 faces) and all required works.
- The remaining part of the partitions will be made up of glazed partition with steel frame, according to the detailed drawing. Location of the glazed partitions are mentioned on the project layout. Glazed partition shall include simple glazed 90×220 cm height doors. Glasses shall be 6.36 mm laminated glasses, and shall include all required fixations, silicon pointing and adhesive film on 1 meter height on all the length of the partitions. The colour of the aluminium frame and the model of adhesive film will be decided by the Client.
- Openings will be made in the separation wall between the 5thfloor lobby and the reception area. Glazed aluminium frame opening and a glazed aluminium double door with door closer will be placed in these new openings.
- Wooden works:
Wooden works shall include the following works:
- Interior pergolas in the lunch area: pergola between lunch area and seating area. The pergolas shall be made with 10×4 cm vertical and horizontal rafters, Muvula or Musave wood, perfectly dry and without any deformation, according to the detailed drawing, finishing, varnish, supports and all necessary finishing works.
- In the kitchen corner, a MDF furniture shall be made according to the detailed drawing, including ironmongery and all necessary finishing works. The colour of the MDF will be decided by the client.
- A piece of furniture for coffee break shall be included in the big meeting room. This piece of furniture shall be made using MDF and according to the detail drawing. Colour of the MDF will be decided by the Client.
- The existing doors on the way to emergency stairs do not fit with security standards. New emergency exit door shall be placed on these exit. These doors shall be made using solid wood perfectly dry, including ironmongery, anti-panic push bar, door closer, finishing, painting and all required works.
Cubicles:
The project includes closed cubicles as described below.
- Closed cubicles (phone boxes)
The closed cubicles shall be made using two layer gypsum partition including a double layer of gypsum board on each side of the partition, supported by galvanized metal frame with rock wool layer between the gypsum for sound insulation.
Plumbing:
Plumbing works will include the following:
- Supplying and installation on the kitchen furniture, of a sink including taps and all necessary finishing works. The model of the sink will be decided by the client.
- Water supply as well as waste water drainage from the sink shall be connected at the existing installation.
- Moving of existing washbasin and existing toilets from their current location to a former location, including pipes modification and all required works.
Paintings:
All the new gypsum partition shall be painted. This work includes the preparation of the supports and all required works.
Likewise, the existing walls and the columns shall be repainted, including preparation of the walls and all required works.
The colour of the paint will be decided by the Client.
Electricity:
Electrical works shall include the following:
- An assessment of the existing installation, and its capacity to support new equipment considering that additional electrical equipment shall be connected to the existing one.
- Supplying and installation of additional plugs as mentioned on the electrical layout- The power connection of the outlets will be from the existing power outlets or from the electrical panel. The model of the plugs will be presented to the architect for approval.
- Additional switches to control the light of each room individually. The model of the switches will be presented to the architect for approval
- Additional LED Spot lighting according to the electrical layout. The model and the power of the spot light will be proposed at the architect for approval. They should be similar to the existing ones.
- Spot lighting and ceiling lights for Lunch space. The model and the power of the spot light will be proposed at the architect for approval.
- Additional electrical conduits and wiring including channels in the walls, filling back of the channels, all finishing works and all required works. Electrical equipment and material should be in compliance with the Rwandan standards
- Additional smoke detectors according to the electrical layout and considering that each room shall be equipped with at least one smoke detector.
- Emergency exit signage to be placed in appropriate location in the corridors.
- Supplying and installation of a door keyless entry systems with code (digital system are not accepted) for at least 60 staff members (each staff member should have its own code) including doorbell, at the main door, including manual remote control, installation and all required electrical connexion.
Ventilation and Air conditioning:
For the comfort of the staff who will work in the planed offices, different devices shall be installed. These devices include the following:
- Supplying and installation of ceiling fan according to the ventilation and AC layout, including 3-speed wall control, two different size 140 cm and 90 cm.
- Supplying and installation of soundproof air extractor for the closed cubicles
- Supplying and installation according to the ventilation and AC layout, of split ceiling cassette AC unit type DAIKIN or similar, cooling only, with a cooling capacity adapted to the volume of the room where they will be located, R32 Refrigerant, including all the required refrigerant pipes, power cable, drain pipe, electrical connection, pressure test, and all required works.
- Supplying and installation according to the ventilation and AC layout, of split wall mounted AC unit type DAIKIN or similar, cooling only, cooling capacity adapted to the volume of the concerned room, R32 Refrigerant, including all the required refrigerant pipes, power cable, drain pipe, electrical connection, installation, pressure test, and all required works.
- Installation of a split wall mounted AC unit moved from previous project office, including all the required refrigerant pipes, power cable, drainpipe, electrical connection, installation, pressure test, and all required works.
Note:
- The floor tiles of the various spaces shall be protected during the entire duration of the works. In case of any damage, the contractor will have to replace the same floor tiles at his own costs.
- The contractor is required to check the Bill of Quantities (BoQ) before bidding. If he/she notices any discrepancies with the works to be implemented and/or with the quantities reported in the BoQ, he must indicate this in his offer. Once the bid is submitted, the scope of work and the quantities are considered accepted by the contractor, who cannot contest them or ask for any revision of the quantities during the implementation of the works.
- The contractor will be expected to fill in the costs of each of the items listed in the excel sheet (Bill of Quantities) with clear specifications for each product provided by GIZ upon request and submit it alongside his/her offer.
4. Process description
The contractor is required to describe the key processes for the services for which he/she is responsible and create a schedule that describes how the services are to be provided.
In particular, the contractor is required to describe the necessary work steps and, if applicable, take account of the milestones and contributions of other actors.
The contractor is required to draw up a personnel assignment plan that includes information on assignment dates (duration and expert days) and locations of his assignment.
5. Contractor qualifications and requested information
The contractor is required to provide at least five (5) references of similar works showing its capacities to complete the planned project with the required finishing quality.
The specified qualification and information below represent the requirements to reach the maximum number of points.
Qualifications:
- Only contractors’ companies are allowed to apply, no individual application will be accepted
- Good business language skills in English, French and Kinyarwanda.
- 5 years of technical experience in a similar area of work in Rwanda with proof
- At least 5 references with proof of similar works
- Provide an RDB Certificate as proof that the company is registered in Rwanda
- Evidence that the company is VAT registered with RRA. (Attach the company’s VAT certificate)
- The contractor shall also be expected to present evidence of tax clearance for the last three months
- The contractor should be willing to allocate at least 5 staff/ from his/her company to fully work on this project. C.Vs of these 5 staff/ should also be attached to the technical offer that will be submitted to GIZ
6. Timelines for the assignment:
- Period of assignment: November 2024 until January 2025.
- Place of assignment: Golf View Rise Building,KG 563 St, Kigali, Rwanda
7. Briefing session
Interested applicants should be available for a site visit at the fif floor of the Golden Plaza Building on 31 October 2024, from 11h00 to 12h00.
Only applicants who will be present for the site visit will receive the project layouts and the Bill of Quantities (BoQ) for the assignment.
8. Application
After the field visits, interested the companies attended site visit will receive by email the Bill of Quantities (BoQ), technical specifications and execution drawing plans.
Only candidates who attended the site visit will submit their applications (technical offer & financial offer). The Expression of Interest should include:

- A cover letter expressing your interest in this assignment
- Eligibility documents and technical proposal as described in point 4 and 5
- Up to date CVs of staff (Engineer, technicians)
- Company Registration certificate (RDB)
- VAT registration certificate
- Tax clearance certificate
- Proof of successful completion of related assignments.
Financial offer:
Financial offer indicates the all-inclusive total contract price, supported by a breakdown of all costs. The costs must be in RWF and VAT excluded. The bidder must use the BoQ template which will be shared to prepare the financial offer.
