Position: Finance and Administration Officer, Enabel Funded Project
Contract: Fixed term, Level, 3 (local contract), 2 years, renewable based on satisfactory performance and availability of funding

ROLE
S/he manages financial and administration activities for all Rwanda based projects and ensures systems and procedures are in line with VSF-Belgium policies, donor, and legal requirements. S/he ensures that all Human Resources policies and processes are implemented in the country of operation and acts as Human Resources focal point at the country level.
HIERARCHICAL AND FUNCTIONAL LINKS
The Finance and Administration officer reports to the Country Program Manager. S/he has a functional link to the Regional Finance and Administration Director and Regional Human Resources Officer for Great Lakes Africa. The Finance and Administration officer is a member of the Department of Support Services. Thus S/he has a functional link with the support services at VSF region and H/Q.
RESPONSABILITIES
The responsibilities of the Finance and Administration officer are:
Assure financial management of VSF-B Rwanda Country Office
- Ensure compliance to donor regulations and that VSF Belgium financial controls, policies and procedures are applied in all financial transactions.
- Prepare cash forecasts and projections and ensure effective cash flow for implementation of projects.
- Coordinate the implementation of internal audits for projects in implementation.
- Participate and assist in any external audit.
- Follow-up on queries with the regional office and ensure timely response to all finance, Human Resources and administration concerns.
- Support the Project Manager(s) in Rwanda with budget preparation and forecasting.
- Advice the Rwanda Country Programme Manager and Project Managers on balances and budget line expenditures for Rwanda based projects in order to ensure efficiency in planning field activities.
- Capitalize knowledge and share it within VSF-B
Manage the accounting of VSF-B Rwanda Country Office
- Ensure that all accounting records are complete and financial reports as per regulations given are prepared and submitted on time.
- Oversee entry of accounting records in Win books accounting system for Rwanda based projects, prepare monthly, quarterly and annual reports, and share them with the Country Program Manager before submission to Region and HQ.
- Ensure all the financial transactions and payments are conducted professionally recorded accurately and promptly within the budget lines provided.
- Travel to field locations for stock checking and assets verification exercises and provide support to Partners.
- Review expenditures relating to all accounting documents for accuracy and consistency with donor regulations.
- Manage bank accounts, petty cash and disbursement of funds as per VSF Belgium and donor regulations
- Ensure continuous & regular financial communication and maintain interaction between relevant financial actors.
Assure a supporting Role in the HR management of a country, administrative procedures, and compliance with local laws
- Provide support and supervise the Administration, procurement and logistics related tasks and Staff.
- Ensure that the country Office implements Human resources procedures and systems in line with VSF-B Human resource framework, values, and applicable regulations.
- Provide administrative support to the personnel management in a country.
- Consolidate country HR data.
- Coordinate some HR processes in a country and help implement them.
- Contribute to building the HRM capacity of the country teams.
Support the capacity building of partners’ staff
- Assist Managers in reviewing the partners budgets and work plans and advice accordingly.
- Travel to field locations for support to Partners.
- Support and train the local partners on accounting in relation to the organizations and donor regulations.
- Assist Partners in implementing proper internal control systems to ensure accountability for funds and resources received from the office for the field operations following policies and procedures of VSF-B.
PROFILE
Education
- Bachelor’s degree (or equivalent) in Finance/accounting or Related Fields
- Additional training in accounting and administration is an asset
Knowledge and experience
- At least five years’ experience in Finance/accounting, including at least 3 years in accounting management for development or humanitarian projects.
- At least Three years’ experience in developing/using administrative and financial management tools and procedures.
- Experience in human resources management is an asset.
- Computer skills: good command of Word, Excel, Power Point and Internet.
- Proficiency in a professional accounting software.
- Bilingual in English and French.
- Proficiency in standard IT tools, including Office 365 (Word, Excel, Powerpoint, Outlook, Teams, Sharepoint, etc.); Kobotoolbox; accounting software.
