An Exciting Organizational Leadership Opportunity

Our esteemed client, the International Gorilla Conservation Programme (IGCP) wishes to recruit a high caliber, result oriented, experienced and highly skilled professional for the position of Human Resources Head, in Rwanda.

The International Gorilla Conservation Programme is a unique coalition of Conservation International (CI), Fauna & Flora International (FFI) and WWF. IGCP operates in the three countries that share the habitat of the mountain gorillas; Democratic Republic of Congo (DRC), Rwanda and Uganda, and works in close partnership with the Protected Area Authorities of the three countries (Rwanda Development Board, RDB in Rwanda; Institute Congolais pour la Conservation de la Nature, ICCN in DRC; Uganda Wildlife Authority, UWA in Uganda) and the umbrella mechanism for transboundary collaboration through the Greater Virunga Transboundary Collaboration (GVTC).

The job

Reporting to the Chief Finance Officer, the Human Resources Head will plan, lead, direct, develop, and coordinate the staff policies, activities, training and development of IGCP, ensuring legal compliance and implementation of IGCP’s HR strategy and working culture. Collaborate with senior management team to develop and understand IGCP’s goals and strategy related to staffing, recruiting, and staff retention.

Main Duties and Responsibilities

Staff recruitment

  • Devise and deliver a planned HR approach to attracting, developing, inspiring and retaining the right people with the right skills to achieve strategic, programmatic results.
  • Support the senior management team in profiling, recruiting and retention of staff in relevant positions to ensure uninterrupted program delivery.
  • Review job position requests, job descriptions and make recommendations, ensuring accuracy, consistency.
  • Develop vacancy notices and updated job descriptions to facilitate recruitment on new staff and to replace existing staff, as applicable
  • Post vacancy notices on relevant recruitment websites in order to acquire high caliber candidates for interviews.
  • Arrange interview panels with qualified recruitment panels to ensure profiling of candidates with position requirements.

Compliance with regulations

  • Ensure that all IGCP staff are employed legally and are in possession of valid work permits in all three Branch Offices and eventually in the Kenya Office
  • Ensure provision of benefits offered to IGCP staff as per employment contracts, including life and accident insurance, pension as applicable, and health insurance as per local labor law
  • Proactively seeks legal labor law advice to ensure continuing compliance with local labor law in all IGCP jurisdictions
  • Plan, coordinate and implement policies, processes, training, initiatives, and surveys to support the IGCP’s human resource compliance needs
  • Retain current forms and policies on file of all IGCP staff to demonstrate compliance with local labor law

Staff performance management

  • Develop annual performance appraisal cycle for all staff in collaboration with staff supervisors and support them in setting measurable performance targets
  • Ensure annual preparation and adherence to staff performance objectives, semi-annual and annual evaluations by all concerned staff
  • Ensure that all performance management related activities are completed on time and filed appropriately
  • Support the management, coaching and development of to build a cadre of skilled, committed and motivated staff.

Administration

  • Administer all staff compensation, benefits, leave related matters and related filing
  • Ensure that regular staff compensation surveys are administered to support staff retention
  • Execute disciplinary matters and manage staff related disputes and investigations
  • Support staff productivity, recognition, and morale
  • Ensure adherence to occupational health and safety
  • Identify staff training and development needs and best practices
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law

Communication

  • Maintain a healthy and empowering office environment that encourages open, honest and productive communication among IGCP staff.
  • Maintain and leverage open communications and partnership on projects and shared goals with senior leadership at all levels.
  • Provide direct support and advise the IGCP Director and SMT on staff communications to ensure clear, consistent and transparency in communications

Working Relationships

  • Internal: The Head Human Resources will work with the Senior Management Team to ensure compliance with and alignment of good human resource management practices across IGCP. The position will work closely with the CFO to ensure financing of positions and legal compliance with relevant labour law in relevant jurisdictions.
  • External: The Head Human Resources will demonstrate compliance externally with relevant labour law to national authorities and maintain good relations with legal advisors to ensure consistent compliance in case on changes to local labour law. The position will maintain relations with coalition peer staff for good practices

Travel

  • To perform the duties of this position, the Head Human Resources will from time to time be required to travel to Rwanda, Uganda, and DRC, or other locations for training and support activities. Travel is estimated at approximately 10% of working days

Requirements

  • Minimum of Masters degree in Human Resource Management or a related field; additional HR certifications are a plus.
  • Minimum of five years’ experience in similar level human resource management roles with reputable organizations.
  • Direct experience in leading employee wellness, engagement, and safeguarding initiatives.
  • Deep understanding and practical experience with Rwanda labor law. Understanding labor laws of other countries in the region is an added advantage.
  • Excellent organizational skills, attention to detail, and ability to work in a high-confidential environment.
  • Proficient in the use of software applications including MS Office Applications.
  • Experience and comfort working in a multicultural setting and team.
  • Demonstrated ability to write clearly, insightfully, and persuasively in English. Proficiency in French and Swahili is an added advantage
  • A genuine passion for conservation and people.
