The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development; Good Governance; Climate, Energy and Sustainable Urban Development; Digitalization and Digital Economy; and regional projects in the Great Lakes Region.
GIZ’s IKI-Funded Mobilize Net-Zero project has a regional component dedicated to 1) supporting the Rwandan government assess the viability of electrifying public transportation and 2) developing the necessary knowledge to reform and decarbonize the paratransit sector in (East) Africa.
The position, allocated within GIZ Rwanda’s Cluster on Climate, Energy and Sustainable Urban Development, will be working closely with the project manager and technical advisor and support them in the implementation of the project Mobilize Net-Zero. The main responsibility, however, will be to develop regional scenarios for transforming transport in East Africa with a special focus on informal transport and settlements (incl. gender).

Responsibilities
- Support in the implementation of project activities on the topic of electric mobility and paratransit reform.
- Support in the organization of stakeholder consultations and workshops, both with other GIZ projects as well as external partners.
- Coordinate with other GIZ projects to develop (and disseminate) regional scenarios for transforming transport in East Africa with a special focus on informal transport and settlements (incl. gender).
Tasks
Core tasks
- Provide technical backstopping on public transport electrification, including technical assessments.
- Development (and dissemination) of regional scenarios for transforming transport in East Africa with a special focus on informal transport and settlements (incl. gender).
- Provide support in the logistical organization and technical preparation of consultations and workshops with external partners and other GIZ projects.
- Support the team in portfolio development with a focus on sustainable mobility.
- Perform other duties and tasks at the request of the Project Manager.
Required Qualifications, Competences and Experience
Qualifications and professional experience
- Master’s degree or equivalent in the field of Transport engineering, electrical engineering, or related.
- Demonstrated ability to communicate effectively complex topics in written form.
- Strong conceptual and analytical skills.
- Demonstrated experience in the preparation of technical studies in the electric mobility sector, such as pre-feasibility studies.
- Professional experience in international cooperation and development.
- Ability to work in an international team setting and flexibility.
- Fluent written and oral English.
Other knowledge and additional competences
- Very good working knowledge of ICT technologies (related software, phone, email, the internet) and computer applications (e.g., MS Office, Teams, Outlook)
- Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
- Willingness to undertake short-term national and international business trips is a prerequisite for the position.
