2. Background and objectives of assignment
SNV Rwanda is committed to achieving impactful, sustainable development outcomes across its projects. To strengthen our internal capacity and ensure high-quality monitoring, evaluation, and learning processes, SNV seeks to engage an experienced Monitoring and Evaluation Consultant to support on the development of M&E frameworks and team capacity for new projects in regenerative agricultures, cooperative strengthening and youth employment. This consultant will work closely with the internal M&E team and leadership to enhance capacity, develop frameworks for new and ongoing projects, and integrate innovative digital tools to improve the effectiveness of monitoring and reporting systems.
Objectives of the Consultancy
Capacity Building and Team Strengthening:
- Build the capacity of SNV Rwanda’s M&E and partner staff through mentorship, hands-on training, and skills development.
- Identify and train new M&E personnel to strengthen the team’s capacity.
- Establish sustainable knowledge-sharing mechanisms within the team to ensure long-term impact.
Support Key Deliverables in the First Quarter:
- Develop M&E plans for two new projects.
- Contribute to the development of a learning agenda and evaluation framework for a project currently in the design phase.
Strengthen Monitoring and Evaluation Systems:
- Conduct a MEL baseline of projects to inform MEL improvement planning.
- Establish robust M&E frameworks and tools to support ongoing and future projects.
- Integrate LogAlto and other digital platforms for streamlined data management and reporting.
- Establish project and country level results dashboards to enhance data driven decision making
Enhance Learning and Reporting Processes:
- Foster a learning-oriented culture by contributing to organizational learning agendas.
- Share impact insights during quarterly Country Management Team (CMT) meetings.
3. Assignment overview and scope of work / deliverables
Capacity Building and Team Development:
- Conduct a capacity assessment of the existing M&E team.
- Deliver tailored training workshops on M&E methodologies, data collection, and digital tool use.
- Provide mentorship and on-the-job coaching to current staff.
- Identify gaps in staffing and train new M&E personnel to strengthen team capacity.
Key First-Quarter Deliverables:
- Create comprehensive M&E plans for two new projects.
- Collaborate with project teams to define a learning agenda and design an evaluation framework for a project in development.
M&E Plan Development and Framework Creation:
- Develop detailed M&E frameworks, KPIs, and monitoring tools for ongoing and upcoming projects.
- Ensure that frameworks align with SNV’s goals, global MEL standards and donor expectations.
Digital Tool Integration and Training:
- Design and implement data dashboards for real-time monitoring and analysis.
- Train staff on the effective use of LogAlto for data management and reporting.
- Ensure the integration of digital tools into routine M&E processes.
Learning and Reporting:
- Establish a framework for capturing and disseminating key project learnings.
- Share impact insights during quarterly CMT meetings.
- Prepare high-quality reports and actionable recommendations for internal and external stakeholders.
Quarter 1:
- M&E plans for two new projects as well as the development of M&E sections for two initial monthly reports.
- Support in training of SNV and partner M&E staff on M&E framework and reporting procedures for new projects.
- Contribution to a learning agenda and evaluation framework for a project in design.
- Participation in recruitment and interviewing of new M&E officer.
Further deliverables will be refined on a quarterly basis and will include:
Capacity Building:
- A fully trained and strengthened internal M&E team.
- Training materials and sessions for both current and new team members.
Digital Integration:
- Functional data dashboards and enhanced LogAlto usage within the team.
Quarterly Insights:
- Presentations at quarterly CMT meetings summarizing impact insights and learnings.
Reporting and Learning:
- Regular project performance reports and insights. Review of monthly project reports for one project and quarterly reports for another.
- Documentation of organizational learning and recommendations for continuous improvement.

5. Contract project fees and duration
The M&E consultant is expected work on an average of 2.5 days per week for 46 weeks per year. Exact date and pace of work to be mutually agreed between supervisor and consultant.
6. Payment terms
Consultant to invoice SNV on a quarterly basis, reporting on quarterly agreed deliverables based on actual days worked.
7. Key compliance issues
Consultant must comply with SNV’s environmental and Social Safeguarding policies and procedures as well as take into consideration donor-specific requirements.
8. Submission requirements
Interested candidates are requested to submit the following:
- A detailed CV highlighting relevant experience.
- A cover letter explaining suitability for the role and proposed approach to capacity building.
- Proof of registration to work in Rwanda.
- Two references from similar assignments.
- A financial proposal indicating the expected daily rate/fee.
