Program Officer (PO) for the Development Cooperation Section in the field of Environment, Climate and Sustainable Use of Natural Resources and inclusive economic development

The Swedish Embassy in Kigali is responsible for Sweden’s relations with Rwanda and manages the Swedish bilateral development cooperation program with Rwanda.

The thematic areas covered are: Human Rights, Democracy, Rule of Law and Gender Equality; Environmentally Sustainable Development and Inclusive Economic Development.

RESPONSIBILITIES/JOB DESCRIPTION

The Officer’s responsibilities include, but are not limited to, the following:

  • Identify, assess and manage projects in the above-mentioned field in accordance with procedures provided by the Swedish International Development Cooperation Agency (Sida);
  • Engage in policy dialogue with cooperation partners.
  • Participate in consultations and coordination with donor groups.
  • Participate in all regular activities of the development cooperation section and the Embassy, including planning, monitoring and reporting, as well as other issues when required.

QUALIFICATIONS AND WORK EXPERIENCES

Required qualifications:

  • Documented academic degree in relevant field, such as Social Sciences, Economics, Natural Sciences, Project management, minimum at Master’s level.
  • Fluency in English (both oral and written).
  • Extensive experience of working with computer programmes, applications, and systems.

Required work experience:

  • At least five years documented experience of work related to
    Environment, Climate and Sustainable use of Natural Resources and
    inclusive economic development.
  • Documented experience of managing donor-funded programmes and projects in a development cooperation context, including legal aspects related to agreements and financial follow-up.

Additional qualifications considered as merits are:

  • Proven capacity to work independently, take leadership of processes, manage programmes and budgets, create relevant professional networks and to conduct dialogue and negotiations with partners and colleagues.
  • A team-player with good communication skills.
  • A results-oriented approach to work as well as practical experience from Results Based Management (RBM).
  • A good understanding of the Rwandan and regional institutional structure, as well as policies and legal frameworks.
  • Experience in risk assessment and anti-corruption.
  • Additional language skills that are relevant to the position, for instance Swedish and French.
