Project: Inclusion of Students with Disabilities in TVET Schools through Assistive Technology

- Background
Rwanda Assistive Technology Access (RATA) is an NGO founded in 2018 with the mandate to ensure accessible Assistive Technology (AT). Its vision is to foster a community where persons with disabilities can learn and live independently through the use of Assistive technologies.
In collaboration with the Rwanda TVET Board (RTB) under the support of the Swiss Agency for Development and Cooperation (SDC), is implementing a one-year national project aimed at improving access to quality Technical and Vocational Education and Training (TVET) for students with disabilities through the integration of Assistive Technology (AT). The project will reach 100 TVET schools nationwide, train teachers, develop accessible digital content, equip inclusive resource rooms, and promote inclusive TVET enrolment in line with Rwanda’s Special Needs and Inclusive Education Policy and NST 2 targets. To ensure effective coordination, implementation, monitoring, and stakeholder engagement, RATA seeks to recruit a Project Coordinator.
- Purpose of the Position
The Project Coordinator will be responsible for overall coordination, management, and implementation of the RATA–RTB Assistive Technology project. The role ensures that project activities are delivered on time, within scope and budget, and in compliance with donor, RATA, and RTB requirements.
- Key Responsibilities
3.1 Project Planning and Coordination
- Lead the overall planning, coordination, and day-to-day management of project activities across the project lifecycle.
- Develop and regularly update detailed work plans, implementation schedules, and coordination matrices aligned with the approved project plan.
- Coordinate closely with RTB, selected TVET schools, master trainers, consultants, and other stakeholders.
- Ensure smooth implementation of project phases, including ToT, teacher trainings, awareness campaigns, AT distribution, and resource center establishment.
3.2 Stakeholder Engagement and Partnerships
- Serve as the primary liaison between RATA and RTB on all project-related matters.
- Coordinate the engagements with TVET schools, district authorities, MINEDUC-related structures, OPDs, and community actors.
- Support advocacy and awareness activities promoting inclusive TVET enrolment for students with disabilities.
- Participate in relevant coordination meetings, workshops, and policy dialogues.
3.3 Technical Oversight and Quality Assurance
- Oversee the development and review of training modules and accessible digital content in collaboration with national and international experts.
- Ensure training content aligns with national TVET curricula and inclusive education standards.
- Supervise implementation of teacher trainings, ToTs, and master trainer sessions.
- Ensure assistive technologies provided to schools are appropriate, functional, and aligned with assessed needs.
3.4 Monitoring, Evaluation, and Reporting
- Coordinate routine monitoring of project activities and outputs.
- Ensure weekly monitoring reports are collected, reviewed, and addressed.
- Work with the M&E team to implement baseline, midline, and endline evaluations.
- Prepare high-quality narrative progress reports for donors and partners in accordance with reporting schedules.
- Support the final project evaluation and audit processes.
3.5 Financial and Administrative Coordination
- Work closely with the Finance team to track project expenditures against the approved budget.

Ensure timely submission of procurement requests, activity budgets, and financial documentation.
Monitor cost effectiveness and efficient use of project resources.
Support donor compliance and accountability requirements.
3.6 Risk Management and Problem Solving
- Identify potential implementation risks and propose mitigation strategies.
- Ensure timely identification and resolution of operational challenges.
- Maintain strong communication within the project team to ensure adaptive management.
3.7 Knowledge Management and Sustainability
- Promote institutional learning within RATA and partner institutions.
- Support sustainability strategies, including integration of AT content into CPD programs and RTB online platforms.
- Document best practices, lessons learned, and success stories from project implementation.
4.Deliverables
- Approved annual and quarterly work plans
- Timely donor and internal narrative reports
- Coordinated and well-documented training and awareness campaigns
- Functional collaboration with RTB and TVET schools
- Contribution to baseline, final evaluation, and audit reports
- Documented lessons learned and best practices
- Required Qualifications and Experiences
- Bachelor’s degree in Education, Project Management, Inclusion and Special Needs Education, Disability and Inclusion Studies, ICT for Development, or a related field. A Master’s degree is an added value.
- At least 3-5 years of progressive experience coordinating education, inclusion, ICT, or development projects.
- Demonstrated experience working with government institutions, preferably in education or TVET.
- Experience in disability inclusion, inclusive education, or assistive technology projects is a strong asset.
- Proven experience managing donor-funded projects.

- Duration and Level of Effort
- This is a full-time position for a 12-month project, with the possibility of extension subject to funding availability. The role entails regular travel to multiple Technical and Vocational Education and Training (TVET) institutions and districts across Rwanda. The successful candidate will collaborate closely with education stakeholders and community representatives to ensure effective project implementation.
