Request for Expression of Interest for the Provision of Professional Valuation Services

REQUEST FOR EXPRESSION OF INTEREST FOR THE PROVISION OF PROFESSIONAL VALUATION SERVICES

UMUTANGUHA Finance Company (UFC) Plc, a company duly registered in the office of the Registrar General under company code number 101310843, licensed by National Bank of Rwanda to operate as Micro Finance Institution (hereinafter called ‘’Client”), currently having twenty-two (22) Branches including five (05) in the City of Kigali, seventeen (17) and two outlets in countryside, would like to invite all interested and eligible Professional Valuers to submit their offer related to the provision of professional accurate valuation reports for a range of assets, including real state, personal property, and business valuations as per sourcing requirements described below:

Interested, qualified, certified and authorized bidders are invited to submit their proposals bearing the following requirements:

ADMINISTRATIVE REQUIREMENTS

• Professional Certification in valuation : Company Registration certificate from RDB
• Proven experience at least of five (5) years in asset appraisal
• Atleast five recommendations from notable institutions
• Provide at least five (5) good completion certificates with similar nature of work that has been successfully completed accompanied by signed contract or LPO.
• Strong analytical and communication Skills
• Ability to deliver detailed reports in a timely manner
• Flexible working hours in and outside of Kigali
• Opportunity to work on diverse and challanging projects
• Not being under blacklisted vendor list by Rwanda Public Procurement Authority (RPPA);
• The principal valuer should have at least a bachelor degree in Estate Management, Civil Engineering or related field
• Proven knowledge in Geographic information system and Land information system with proven track record.
• Provide CV’s for at least three (3) staff and their bachelor degrees in estate management Civil Engineering or related field (they should include a land surveyor)
• Provide the proof justifying that it did not receive disciplinary sanction
• Notified valid current tax compliance certificate;
• Notified valid current Rwanda Social Security Board (RSSB)compliance Certificate
• Professional indemnity cover shall be required on contract signing for successfully bidders
• IRPV certificate for the year 2025

TECHNICAL REQUIREMENTS

• Coverage area: All Districts in Rwanda.
• Provide the Technical Proposal should include Valuation METHODOLOGY to be used as per The Valuation Law in Rwanda

FINANCIAL REQUIREMENTS

• Proposals shall indicate all applicable charges and taxes
• Proposals shall be prepared and submitted using Rwandan Francs Currency

Evaluation Process

Submissions will be reviewed based on:

• Capacity to deliver within required timelines.
• Demonstrated expertise and experience in Valuation services.
• Cost-effectiveness and value for money.
• Alignment with UFC Plc’ goals and values.

All proposals from interested Certified valuers passioned to provide quality valuations will be submitted to UMUTANGUHA FINANCE COMPANY Plc Headquarters at the following address:

Proposals must be received by the Procuring Entity at the address mentioned above not later than Thursday, 31^st December 2024 at 10.00am (Closing time) Kigali time prompt. Proposals submitted after the closing time will not be considered.
