REQUEST FOR EXPRESSIONS OF INTEREST FROM LOCAL ORGANISATIONS FOR THE 2025-2026 PILOT WINDOW OF THE LIFT INNOVATION FUND
The Learning and Inclusion for Transformation (LIFT) programme is a six-year initiative (November 2024 – June 2030) funded by the Foreign, Commonwealth and Development Office (FCDO) and led by Cambridge Education. It builds on the previous Building Learning Foundations (BLF) programme (2015–2023), which improved English and Mathematics learning outcomes in Rwandan government and government-aided schools, with a focus on girls and children with special educational needs.
LIFT will build upon this work, by continuing to focus on foundational learning outcomes in English and Mathematics but also placing a stronger emphasis on girls’ education and inclusion, reducing school dropout, and improving transitions to lower secondary or alternative learning pathways, especially for girls and children with disabilities.
Cambridge Education leads two key LIFT components:
- Foundational Learning – Strengthening English and Maths learning through technical assistance to the Rwandan government.
- Out-of-School (OOS) Support – Managing an Innovation Fund to help out-of-school children and youth (OOSCY) aged 12–18 return to education or pursue alternative learning pathways.
Underpinning all of the work is strategic provision of technical assistance and advocacy to the government to ensure approaches are scaled and evidence from the programme feeds into policy and programming in the sector.
LIFT’s Out-of-School component is designed to support out-of-school children and youth (OOSCY), aged 12-18, in Rwanda. The Innovation Fund will provide grants to national and local organisations with experience of working with OOSCY. These organisations will implement interventions to support OOSCY to return to school or transition into alternative learning pathways.
The Fund will also provide technical assistance, partnership and advocacy at multiple levels of government – central, district and sector – to ensure that successful interventions are scaled and that evidence from the programme feeds into policy and programming in the sector.
This Expression of Interest process represents the first component of a three-stage selection process for local organisations and companies who can co-create and collaboratively work with LIFT to deliver interventions that support OOSCY. Interventions will target the most disadvantaged out-of-school girls and boys aged 12-18 (including but not limited to children with disabilities, pregnant or parenting girls, street children, children with significant caring or working responsibilities, children living in extreme poverty, refugee and children involved in child labour, young people who identify as LGBTQ+ and children from the community of potters).
We encourage civil society organizations, NGOs, companies and local community-based organizations with a proven track record in supporting OOSCY to submit an Expression of Interest for this funding opportunity.
