Request for Information (RFI):

Provision of Dialysis Services and Equipment Placement for Hospitals in Rwanda

Introduction: Rwanda Medical Supply (RMS) is committed to expanding access to quality dialysis services across the country. Currently, there is a growing demand for dialysis services as the prevalence of kidney-related diseases increases in Rwanda. To meet this demand, RMS is seeking partnerships with experienced and qualified suppliers who can provide dialysis machines, consumables, and technical support on a placement basis, covering all level 12 teaching hospitals in Rwanda.

Purpose of the RFI: A primary focus for this initiative is to achieve cost efficiency while maintaining high-quality dialysis services. RMS is keen to partner with suppliers who can offer innovative cost-saving solutions, particularly through the placement model. By ensuring that there are no upfront costs for hospitals, we aim to reduce financial strain on both healthcare providers and patients. We also welcome proposals that outline strategies for lowering the ongoing operational costs of dialysis treatment, such as cost-effective consumables, maintenance packages, and logistics solutions. The purpose of this RFI is to gather detailed information from potential suppliers regarding their capabilities, products, and services. The information provided will help RMS understand the market, assess supplier capabilities, and inform the development of a comprehensive Request for Proposal (RFP).

Scope of Services: RMS seeks suppliers who can:

  1. Provide dialysis machines on a placement basis at no upfront cost to the hospitals.
  2. Provide complete water treatment unit inclusive all necessary spare parts for corrective and preventive maintenance.
  3. Supply all necessary consumables and reagents required for the operation of the dialysis machines.
  4. Offer maintenance and technical support services to ensure uninterrupted operation of the dialysis machine and water treatment with all necessary spare parts inclusive.
  5. Provide both technical and clinical training to hospital staff on the use and maintenance of the dialysis machines.
  6. Ensure a reliable supply chain for consumables with consistent availability.
  7. Provide Dialysis Chair at no upfront Cost to the hospital
  8. Provide proposed number of Dialysis Machine for the placement including back up machines arrangement

Information Requested: Interested manufacturers/suppliers are requested to provide the following information:

  1. Company Overview: Brief description of your company, including its history, experience in providing dialysis services, and any relevant certifications.
  2. Product and Service Offerings: Detailed information on the dialysis machines and consumables and reagents you can provide, including technical specifications, brands, models, and features.
  3. Placement Model: Description of the placement model, including terms and conditions, duration of the placement, and any associated costs.
  4. Supply Chain and Logistics: Outline your supply chain capabilities, including lead times, delivery schedules, and inventory management practices.
  5. Maintenance and Support Services: Information on your maintenance and support services, including response times, service level agreements (SLAs), and training programs for hospital staff.
  6. References: Provide references from similar projects or clients where you have successfully implemented dialysis services on a placement basis.

Terms of Reference (TOR):

  1. Objective: To increase access to dialysis services in all level teaching hospitals across Rwanda by placing dialysis machines and ensuring a continuous supply of consumables.
  2. Deliverables:
    • Placement of dialysis machines in each hospital.
    • Regular supply of consumables to each hospital.
    • Ongoing maintenance and technical support for all machines.
    • Training for hospital staff on the operation and maintenance of the dialysis equipment.
  3. Duration: The placement and supply contract will be for a period of 5 years, with the possibility of renewal based on performance and mutual agreement.
  4. Evaluation Criteria:
    • Experience and track record in providing dialysis services.
    • Technical specifications and quality of the dialysis machines and consumables.
    • Cost-effectiveness of the placement model.
    • Reliability of supply chain and logistics.
    • Quality of maintenance and support services.
    • Feedback from references and past performance.
