1. Introduction
Zipline Rwanda Ltd (“Zipline”) is seeking qualified and experienced Clearing and Forwarding Agents to provide customs clearance and logistics support services for import and export operations. Zipline operates medical drone delivery services across Rwanda and imports various equipment, spare parts, and materials essential to its operations.
The purpose of this RFP is to identify a competent agent capable of ensuring efficient, compliant, and
cost-effective clearing and forwarding of goods through Rwandan ports of entry.
2. Scope of Work
The selected service provider will be responsible for:
- Customs Clearance:
○ Processing all import and export documentation in compliance with Rwandan customs laws
and Zipline’s internal policies.
○ Facilitating pre-clearance and post-clearance documentation.
○ Managing all duties, taxes, and exemption processes where applicable.
- Forwarding and Logistics Coordination:
○ Coordinating inbound shipments from international suppliers to Zipline warehouses across
Rwanda.
○ Arranging transport from Kigali International Airport or other points of entry to Zipline’s
designated sites.
○ Providing shipment tracking, delivery confirmations, and timely updates.
- Advisory Services:
○ Providing guidance on customs regulations, tariff codes, and import/export restrictions.
○ Assisting with bonded warehousing or temporary import procedures when necessary.
- Performance Reporting:
○ Submitting monthly reports on clearance timelines, issues, and cost breakdowns.
3. Minimum Eligibility Requirements
Interested firms must meet the following criteria:
- Valid Rwanda Revenue Authority (RRA) and Rwanda Development Board (RDB) registration.
- Licensed Customs Clearing Agent with the RRA.
- Minimum of 3 years of relevant experience in customs clearing and freight forwarding within Rwanda. ● Proven track record with multinational organizations or large-scale logistics operations.
- Sufficient financial and human resources to manage Zipline’s volume of shipments.
- Valid Tax Clearance Certificate.
4. Proposal Requirements
Proposals must include the following:
- Company Profile – Overview, ownership, years of operation, and key personnel.
- Relevant Experience – List of similar clients and projects.
- Technical Proposal – Detailed description of your service approach, technology systems (if any), and proposed service levels.
- Financial Proposal –
○ Clear fee structure (customs processing fees, handling fees, transport, etc.).
○ Payment terms and validity of quoted prices.
- Legal and Compliance Documents – Certificates of incorporation, RRA license, tax compliance
certificate, etc.
- References – At least three (3) recent clients with contact details and reference letters.
5. Evaluation Criteria
Proposals will be evaluated based on the following weighted criteria:

11. Confidentiality
All information shared through this RFP process is proprietary to Zipline and must be treated as strictly
confidential.
12. Zipline’s Rights
Zipline reserves the right to:
- Accept or reject any or all proposals, in whole or in part.
- Negotiate with one or more firms.
- Cancel or modify the RFP process at any time.
- Award the contract in whole or in part as deemed in Zipline’s best interest.
