REQUEST FOR TECHNICAL AND FINAL PROPOSAL FOR UPDATING THE WEBSITE

Background/ Introduction

Africa Development Consultant Limited (ADC) is a consultancy firm registered by Rwanda Development Board (RDB). ADC offers business development services to micro, small and medium enterprises (MSMEs) that include capacity building (training, coaching, counselling, provision technical assistance and other advisory services). ADC enables enterprises build governance and management systems, access funding and better markets for their produce and services. To achieve this ADC works directly with entrepreneurs and through government and non-government projects and Programs. Overall ADC contributes to enabling MSMEs grow their businesses.

ADC has a website www.adcrwanda.org that needs improvement. It is against this background that ADC is looking for the service provider (Consultant) to refurbish the current website. .

Consultancy Objectives

At the end of the consultancy, ADC aims at achieving the following:

  • Detailed report of the status of the existing website
  • A list of key areas that need improvement in terms of design, usability, content, and technical performance
  • Improved website that rreinforce the company brand and reputation, communicating effectively to existing and potential partners and clients.
  • Performs its role cost-effectively by: being built using a flexible site architecture that is user friendly and can easily be updated by ADC staff
  • Deliver usage statistics; providing information on online visitor’s behaviour
  • Provide effective avenues for connecting with ADC partners for business and information

Scope of Work

The consultant will be responsible for the following tasks:

A: Assessment of Current Website:

  • Conduct a comprehensive review of the existing website.
  • Identify key areas that need improvement in terms of design, usability, content, and technical performance.
  • Analyze user data and feedback to understand pain points and user behavior.

B: Development of Website Revamp Strategy:

  • Propose a strategy for revamping the website, including a new design layout, user interface (UI), and user experience (UX) improvements.
  • Develop a plan for integrating e-learning and training features, such as Learning Management Systems (LMS), interactive modules, quizzes, and multimedia content.
  • Ensure the strategy includes mobile responsiveness, SEO optimization, and compliance with web accessibility standards.

C: Technical Specifications:

  • Provide detailed technical specifications for the new website, including recommended technologies, platforms, and tools.
  • Suggest improvements to the website’s backend to enhance performance, security, and scalability.
  • Develop a plan for data migration and integration with existing systems, if necessary.

D: Content Strategy and Design:

  • Collaborate with the content team to create a content strategy that supports the new website’s objectives.
  • Propose a new website structure, including navigation, menu items, and content hierarchy.
  • Design wireframes and prototypes for the new website, incorporating feedback from key stakeholders.

E: Development and Implementation:

  • Oversee the development and implementation of the new website.
  • Conduct regular testing and quality assurance checks to ensure the website functions as intended.

F: E-Learning and Training Features:

  • Integrate e-learning tools and platforms, ensuring they are user-friendly and meet the organization’s training needs.
  • Develop or implement interactive training modules, quizzes, certifications, and progress tracking features.
  • Provide training to the organization’s staff on how to manage and update the e-learning content.

G: Testing and Launch:

  • Conduct thorough testing of the website, including functionality, usability, and security testing.
  • Implement a soft launch followed by a full launch, ensuring all components work seamlessly.
  • Provide support during the initial post-launch period to address any issues that may arise.

H: Training and Handover:

  • Prepare documentation and user manuals for the website’s backend and content management system (CMS).
  • Conduct training sessions for the organization’s staff on managing the website, updating content, and utilizing e-learning features.
  • Handover all project materials, including source codes, design files, and documentation, to the organization.

Deliverables

  • Comprehensive assessment report of the current website.
  • Revamp strategy document, including design prototypes and technical specifications.
  • Developed and tested website with integrated e-learning features.
  • User manuals and training materials.
  • Post-launch support and final project report.

Milestones

The project is expected to achieve the following key milestones:

  • Initial assessment and strategy development
  • Design and content strategy finalization
  • Development and testing
  • Website launch
  • Training and project closure

Qualifications and Experience

The consultant should possess the following qualifications:

  • Advanced degree in computer/ communication engineering, information technology, computer sciences, or other related fields.
  • Proven experience in website design and development, particularly with a focus on user experience (UX) and user interface (UI) design.
  • Experience with integrating e-learning platforms and tools into websites.
  • Strong understanding of web technologies, content management systems (CMS), and mobile responsiveness.
  • Knowledge of SEO best practices and web accessibility standards.
  • Excellent project management skills with the ability to meet deadlines.
  • Strong communication skills and the ability to work collaboratively with diverse teams.

 Requirements

The consultant should submit a Technical and financial proposal along with the following documents: (1) The Curriculum Vitae (CV) of the consultant (s)/staff(s) who will perform the assignment. (2) Company or Consultant RDB Registration certificate (3) Tax clearance certificate (4) 3 copies of good completion certificates of the previous similar work. The Technical proposal will score 80% and Financial Proposal 20%.

Duration of Assignment

 The duration of the assignment is expected to be maximum 60 working days from the date of signing the contract between ADC and successful bidder. .

Tender document submission

The offer or proposal shall include the following:

(a) Technical offer, citing all necessary information and providing documentation requested as per the TOR, including but not limited to:

(i) Consultant Profile

(ii) Detailed CVs of consultant(s) who will be assigned to perform this assignment.

(iii) Certificates of previous similar assignments accomplished

(iv) Detailed work plan and schedule, and time frame of activities

(v) Description of work methodology to be used by the Consultant

(vi) Deliverables, mode of delivery and delivery period

(vii) Language of performance and delivery

(viii) Validity of the offer.

(b) Financial offer

The price quotation should be in local currency and should include all applicable taxes in Rwanda.
