1. Brief Description of DUHAMIC-ADRI 

DUHAMIC -ADRI is a Kinyarwanda acronym that stands for DUHaranira AMajyambere y’ICyaro – Action pour le Développement Rural Intégré, translated as “We strive for the Development of the Rural Community” in English.

We are a non-profit organization located in Kigali, the capital city of Rwanda, in Kicukiro District, Niboye Sector. Officially operating in Rwanda since 12th July 1985

Mission: Supporting integrated initiatives for Holistic Development of Rural Population in their struggle for self-reliance’

Vision: A rural world responsible for its self-socio-economic development

Objectives

  • Fighting against the marginalization of rural areas.
  • Stimulating the creation and consolidation of associations, cooperatives and farmers’ groups.
  •  Enhancing the work of farmers’ associations by initiating and encouraging the development of organizational structures such as autonomous groups, cooperatives and unions.
  • Supporting rural development initiatives in various areas of socio-economic development.

2. Program Overview

DUHAMIC-ADRI in partnership with Care International Rwanda and its implementing partners are implementing the five years’ project; Supporting and Enhancing Resilient and Viable Employment Opportunities (SERVE) Project. This program is funded by MasterCard Foundation through the partnership of Care International and focus on to build a resilient, sustainable, gender equitable, and inclusive entrepreneurial environment that increases dignified and fulfilling work opportunities for predominantly female youth in agricultural value chains in 10 districts across Rwanda trough supporting MSE owners and high-potential entrepreneurs to launch or grow their businesses sustainably and builds agricultural skills that increase productivity and diversity in response to market needs and opportunities, all with sustainable climate-smart principles.

SERVE Project will be implemented in 10 districts namely Rulindo, Gakenke, Nyabihu, Rubavu, Rwamagana, Kayonza, Kirehe, Ngoma, Nyamagabe and Huye. The project targets youth aged between 18 and 35 years and 70% of them must be women engaged in or with the potential to engage in agricultural businesses and smallholder farming, also known as SMEs.

3. Justification of needs

Establishing the mini market in this specific site will enhance safety, improve hygiene standards, and provide a structured trading environment that supports income generation for both host and refugee communities. The involvement of Kirehe District authorities in site selection also ensures alignment with local development plans and guarantees sustained support for the market’s long-term functionality and management.

4. Expected Output

  • A newly constructed mini marketplace with adequate space for sellers, including stalls, storage areas, and essential facilities like sanitation and waste management.
  • Improved access to markets for farmers and sellers in both host and refugee communities as also creating employment opportunity
  • Enhanced economic interaction and cohesion between refugees and host communities through shared market spaces.

5. Scope of Work

The scope of work for the construction company will include, but is not limited to:

  • Preparatory activities including land clearing, leveling, and ensuring the site is suitable for construction.
  • Constructing market stalls, storage facilities, sanitation facilities (latrines), drainage systems, and other essential structures adhering to the submitted Bill of Quantities (BoQ)
  • Coordinating with local authorities to ensure that the design and construction meet regulatory and safety standards.
  • Engaging local labor (where feasible) and ensuring compliance with labor laws and regulations.
  • Preparation of different reports as per requested by DUHAMIC-ADRI.

7. Deliverables

  • Constructed mini marketplace: A fully completed and functional marketplace as per the design, adhering to the submitted Bill of Quantities (BoQ).
  • Post-Construction Report: A final report detailing the construction process, materials used, and recommendations for maintenance.
  • Inspection and Handover: Official handover of the facility after final inspections by relevant authorities to ensure compliance with agreed-upon standards.

8. Procurement procedure

A. Qualifications:

  1. Demonstrated experience in construction.
  2. Knowledge of local building practices and materials in Kirehe district
  3. Ability to manage and supervise construction activities effectively.
  4. Strong communication and coordination skills to liaise with project stakeholders, local leaders and community members.

B. Reporting

The construction company will report to DUHAMIC-ADRI management and provide regular updates on the progress of construction activities. Any issues or deviations from the agreed-upon plan should be reported promptly for timely resolution.

C. Application documents:

The following conditions shall be observed during tendering process (Mandatory)

  1. The bidder should accept and committed to accomplish the assignment within 15 calendar days after signing the contract (proven by a commitment letter).
  2. Site visit certificate to be issued by DUHAMIC-ADRI during visit
  3. A company registration certificate related to construction
  4. A valid tax clearance certificate.
  5. A valid RSSB certificate
  6. A Proof of using EBM.
  7. 3 certificates of good completion for similar works (construction activities) supported by their respective contracts.
  8. CV and a bachelor’s degree in civil engineering of at least one company staff who will lead the construction activities.
  9. A financial proposal (quotation) inclusive of all applicable taxes and any other associated costs, prepared in accordance with the Bill of Quantities (BOQ) provided above.

Note:

  • All the above documents are mandatory and failure to submit any of them will lead to automatic rejection
  • interested bidders are required to participate in a mandatory site visit, scheduled on December 9, 2025, from 11:00 AM.
  • DUHAMIC-ADRI reserves the right to conduct due diligence on the references provided by bidders. If any reference is found to be unauthentic, it will result in immediate disqualification. The same applies to administrative documents such as Tax Clearance, RSSB Clearance, bid security, and others
  • Blacklisted bidders from RPPA are not allowed to participate in this tender and DUHAMIC-ADRI reserved the right to reject such bids.
  • Before contracting, DUHAMIC-ADRI will conduct vetting of successful bidders against terrorism-related databases. Any bidder found to have links or matches with terrorism will be automatically disqualified.
  • Women and persons with disabilities fulfilling required conditions and qualifications are encouraged to apply.
