Procurement of Improved Goats for Women for Women Rwanda Beneficiaries

1. Background 

Women for Women Rwanda (WfW-Rwanda) is a non-for-profit national NGO legally established in December 2020. Its mission seeks to support women and girls in Rwanda to break the vicious circle of poverty and social exclusion, by enabling them to become socially and economically capable to lead themselves and their community to better health, education, and social conditions. Since its establishment, WfW-Rwanda has been implementing different initiatives aiming at promoting women’s economic empowerment including supporting women to acquire different employable skills in a sustainable way.

WfW-Rwanda builds alliances with communities and institutions to help design and deliver innovative programs that address inevitable challenges faced by women within our communities.

2. Purpose of the Assignment 

The purpose of this procurement is to purchase high-quality goats that will enable women beneficiaries to increase livestock productivity, improve family nutrition, and strengthen their economic independence through breeding and sales in line with various NST2 goals. The goats must be healthy, productive, and genetically superior, with potential for rapid multiplication at household level.

There are two delivery sites, namely:

  • Nyamabuye Sector/Muhanga District with 142 goats to be delivered there • Ruramira Sector/Kayonza District with 194 goats to be delivered there

3. Scope of Work 

The supplier will be responsible for providing goats that meet the following minimum specifications:

  • Sex: Female Goats,
  • Breed: Cross,
  • Age: Goat must be in reproductive age Between 12 – 18 months old,
  • Weight range: Female goats with a weight of 20 Kgs and above,
  • Identification: Each goat shall wear a clearly visible ear-tag,
  • Conditions: Goats should have no phenotypic and/or anatomical defect(s), • Goats shall be treated with acaricides for external parasites, anti-stress and a broad spectrum anthelminthic against internal parasites before their delivery,
  • The goats shall be transported in accordance with the Rwanda regulations and they will be delivered at distribution sites specifically in Ruramira Sector/Kayonza District and Nyamabuye Sector/Muhanga District,
  • The goats shall have a Veterinary Certificate for Health and Origin issued by the competent authority in Rwanda,
  • The supplier must provide assurances that if an animal dies, it will be replaced by the supplier within 48 hours.
  • The goats must come from maternal lines that consistently produce twins or triplets.

4. Deliverables 

The selected supplier will deliver:

  • The agreed-upon number of goats meeting the above specifications.
  • Full health and vaccination records.
  • Proof of lineage (twins/triplets history) will be an added value.
  • Transport and safe delivery to the designated WfWR distribution points mentioned above. • Replacement of any animal found unfit upon delivery inspection

5. Timeframe 

The supplier must deliver all goats within 5 calendar days from the date of contract signing.

6. Supplier Qualifications 

Suppliers can be an individual or a company; however, companies stand a better chance of consideration and should provide the following certifications when applying:

  • Company Registration Documents. Certificates/licenses issued by RDB.
  • Valid Tax Clearance Certificate issued by RRA.
  • Demonstrate capacity to deliver animals of the required quality and quantity. • Provide at least two references from recent similar contract.
  • Clearly show the delivery schedule.

Interested and qualified suppliers are invited to submit their applications for the Goat Supply Consultancy by providing the documents mentioned above in sealed envelopes or electronically on info@womenforwomenrwanda.org  (in one document) with the subject “Goat Supply  Consultancy” 

All applications must be submitted before 17:00 on Tuesday, 16th December 2025.
Late submissions will not be considered.
