The Urugo Women’s Opportunity Center (WOC)is a multi-purpose community center in the heart of Kayonza, which promotes the social and economic empowerment of women in Rwanda. The Center offers education and rights training, job-skills training, and economic and employment opportunities for women and the community at-large. With the goal of achieving self-sustainability, the Center also operates revenue-generating activities to finance its educational and training work, such as lodging facilities, restaurant and bar, coffee shop, handicraft gift shop, market stalls, food production unit, and rental of space for meetings and events.  The Urugo-WOC is managed and operated by a Limited Liability Company (LLC) fully owned by Women for Women International.

1. Introduction

Urugo Women’s and Opportunity Center (WOC) invites qualified interior designers, contractors, and refurbishing firms to submit proposals for the refurbishment and upgrade of the Urugo WOC facilities, including interior spaces and garden improvements.

The purpose of this tender is to identify a capable service provider who can deliver high-quality design, renovation works, and garden enhancement within the required timeline and according to Urugo’s standards.

2. Scope of Work

The refurbishment project includes, but is not limited to:

2.1 Interior Refurbishment

  • Redesign and upgrade of selected interior spaces
  • Decorative enhancements and spatial improvements
  • Furniture procurement or refurbishment
  • Technical works (painting, carpentry, masonry, electrical adjustments where needed)
  • Coordination of all related labour and materials

2.2 Garden Upgrade

Bidders must include a separate fee estimate and proposed concept for the garden upgrade, covering:

  • Landscaping improvements
  • Outdoor furniture or decorative additions
  • Pathway or layout adjustments
  • Any other proposed aesthetic or functional improvements

3. Project Timeline Requirements

Bidders must clearly outline:

  1. Availability and Time Allocation
    • Explanation of how the bidder will allocate time and resources to ensure the project is completed by the end of January.
  2. Estimated Start and Completion Dates
    • Proposed start date
    • Estimated project duration and key milestones

5. Contractors and Labour Team Requirements

Bidders must provide clear information on:

  • Whether they work with their own contractors or manual labourers
  • Whether labour will be sourced from Kayonza district or brought from Kigali
  • Roles and responsibilities of each team member
  • Whether the bidder will supervise all technical work personally, or if a project manager will be assigned

6. Procurement & Materials

Proposals must specify:

  • Whether the bidder will source and purchase materials directly, or if Urugo WOC must support procurement
  • Details of any preferred suppliers for materials, décor, furniture, or equipment
  • Expected lead times for materials procurement

  • Any provided maintenance guidance or support
