The Urugo Women’s Opportunity Center (WOC)is a multi-purpose community center in the heart of Kayonza, which promotes the social and economic empowerment of women in Rwanda. The Center offers education and rights training, job-skills training, and economic and employment opportunities for women and the community at-large. With the goal of achieving self-sustainability, the Center also operates revenue-generating activities to finance its educational and training work, such as lodging facilities, restaurant and bar, coffee shop, handicraft gift shop, market stalls, food production unit, and rental of space for meetings and events. The Urugo-WOC is managed and operated by a Limited Liability Company (LLC) fully owned by Women for Women International.

SUPPLY, REPAIR AND INSTALLATIONS OF TENTS, GROUND REFURBISHMENT AND ACCESSORIES
The Women’s Opportunity Center (WOC) hereby invites eligible and qualified bidders to submit bids for the supply, repair, refurbishment, and installation of tents, associated ground refurbishment works, and ventilation accessories at its premises in Kayonza District.
1. Scope of Works
The tender comprises the following items:
- Supply and installation of one outdoor tent for a concrete space
- Repair and refurbishment of two existing tents
- Ground refurbishment works for two lunch tent areas
- Supply and installation of removable fans for tent structures
Bidders may bid for one or more items.
2. Eligibility Requirements
Bidders must meet the following minimum requirements:
- Valid business registration in Rwanda
- Valid tax clearance certificate
- Proven experience in supply and/or installation of tents, temporary structures, or similar infrastructure
- Technical capacity and personnel to execute on-site works
- Good standing with public institutions
3. Tender Document Access
Tender documents may be obtained from the offices of the Women’s Opportunity Center (WOC) during working hours upon request.
4. Submission of Bids
- Bids shall be submitted in sealed envelopes clearly marked:

5. Opening of Bids

6. Reservation of Rights
The Procuring Entity reserves the right to accept or reject any bid in accordance with RPPA regulations.
TECHNICAL SPECIFICATIONS
Supply and Installation of One Tent for Concrete Space
- Outdoor tent suitable for installation on concrete surface
- Weather-resistant (rain and wind resistant)
- Stable structural frame (steel or equivalent)
- Suitable for daily institutional use
- Complete on-site installation required
Repair and Refurbishment of Two Existing Tents
- Repair of damaged fabric and coverings
- Reinforcement of tent frames and joints
- Replacement of worn or damaged components
- Restoration to safe and functional condition
- Suitable for continued institutional activities
Ground Refurbishment for Two Lunch Tent Areas
- Leveling of damaged ground surfaces
- Application of removable ground treatment using cement and sand mixture
- Creation of smooth, safe, and non-slippery surface
- Works must allow future removal without permanent alteration
Supply and Installation of Removable Fans for Tents
- Fans suitable for use in temporary tent structures
- Removable and easy to install
- Safe for public and institutional environments
- Adequate airflow to reduce heat during daytime use
BID EVALUATION CRITERIA
Bids will be evaluated in accordance with RPPA procedures using the criteria below.
1. Preliminary Examination (Pass/Fail)
- Valid business registration
- Tax clearance certificate
- Signed bid submission
- Compliance with submission requirements
