Background

DUHAMIC-ADRI in partnership with Care International Rwanda and its implementing partners are implementing the five years’ program Supporting and Enhancing Resilient and Viable Employment Opportunities (SERVE) Project. This program is funded by MasterCard Foundation through the partnership of Care International and focus on to build a resilient, sustainable, gender equitable, and inclusive entrepreneurial environment that increases dignified and fulfilling work opportunities for predominantly female youth in agricultural value chains in 10 districts across Rwanda trough supporting MSE owners and high-potential entrepreneurs to launch or grow their businesses sustainably and builds agricultural skills that increase productivity and diversity in response to market needs and opportunities, all with sustainable climate-smart principles.

SERVE Project will be implemented in 10 Districts namely Rulindo, Gakenke, Nyabihu, Rubavu, Rwamagana, Kayonza, Kirehe, Ngoma, Huye and Nyamagabe. The project targets youth aged between 18 and 35 years and 70% of them must be women engaged in or with the potential to engage in agricultural businesses and smallholder farming, also known as SMEs.

Rationale

 Access to productive land and appropriate animal shelters remains a significant barrier for young agripreneurs, especially women. To address this challenge, this project aims to support young female agripreneurs by facilitating their access to leased land and other animal infrastructures in selected value chains, particularly chili, tomatoes, French beans and poultry farming. This initiative is part of the SERVE project to achieve its goal to build a resilient, sustainable, gender equitable and inclusive entrepreneurial environment that increases dignified and fulfilling work opportunities for predominantly female youth in agricultural value chains

As part of its mission to empower young agripreneurs, DUHAMIC-ADRI, through the SERVE Project, has been working closely with local authorities to facilitate access to resources and infrastructure for small and medium enterprises (MSEs). One of the SERVE Project’s intervention clusters, TWIGIRE MWOROZI, which focuses on poultry farming, has recently been granted a poultry shade by the administration of Ntarabana Sector, Rulindo District.

The poultry shade, once rehabilitated, presents a valuable opportunity for TWIGIRE MWOROZI to enhance its poultry production activities. However, the current state of the poultry shade requires significant retrofitting to be viable as a production facility. Given the limited financial capacity of the cluster members, external support is necessary to rehabilitate the structure.

Objectives

Primary Objective:

The primary objective of this initiative is to rehabilitate the existing poultry shade to create a conducive environment for poultry farming. This will, in turn, support young female agripreneurs by providing them with a production workspace that meets national standards and enhances their capacity to generate income.

Specific Objectives:

  • Facilitate the retrofitting of that given pigsty where the members of TWIGIRE MWOROZI are going to profit that good working environment to start up with about 1000 chicken in a group business.
  • Ensure that the shelters are affordable, accessible, and suitable for the poultry farming on that site.
  • Promote gender equity by targeting predominantly (70%) female youth aged 18 to 35 years.
  • Creation of jobs and work opportunities by enhancing the productivity and profitability of the new business;

Scope of work

The following activities are planned for the retrofitting of the poultry shade:

  • Roof Rehabilitation: Repair and replacement of the roofing materials to ensure a safe and weatherproof structure.
  • Internal Cementing (Pavement): Laying a cemented floor to improve hygiene and maintenance of the poultry area.
  • Rehabilitation of internal walls
  • Bounding (Cloture): Construction of a secure boundary to protect the poultry from external threats.

Construction of Additional Facilities:

  • Store: For safe storage of feed and other supplies.
  • Office: To serve as an administrative space for the management of the poultry business.
  • Toilet: To provide basic sanitation facilities for workers.
  • Beautification of existing government infrastructure: Enhancing the aesthetic appeal and functionality of the poultry shade.

Deliverables

  • Completed retrofitting of poultry shade with store, office, guard house and toilet as per the technical specifications.
  • Documentation of materials used, labor hours, and any challenges encountered during the retrofitting process.
  • Final report summarizing the retrofitting activities, including lessons learned and recommendations for future projects.
  • Documentation on point of views and appreciation from the cluster members gained the poultry shade.

Expected Outcomes

Upon completion of the retrofitting activities, the poultry shade is expected to accommodate approximately 1,000 chickens. This will enable the TWIGIRE MWOROZI Cluster to scale their poultry farming operations, generate income, and create employment opportunities for young women in the community. Additionally, the shade’s strategic location near the roadside will facilitate the marketing and selling of poultry products, further enhancing the Cluster’s business prospects.

Procurement procedure

Timeline:

A Mandatory field visit to the poultry shade to be retrofitted is expected to take place on Monday 2ndSeptember, 2024. Visitors will meet DUHAMIC-ADRI staffs at 10 :00 AM on the site (Near Kajevuba health Center)

Qualifications:

  • Demonstrated experience in construction, particularly in retrofitting houses
  • Knowledge of local building practices and materials in Rulindo district.
  • Ability to manage and supervise retrofitting activities effectively.
  • Strong communication and coordination skills to liaise with project stakeholders and community members.

Reporting

The construction company will report to DUHAMIC-ADRI management and provide regular updates on the progress of retrofitting activities. Any issues or deviations from the agreed-upon plan should be reported promptly for timely resolution.

Application documents:

This tender will be done through a public/open tendering process and all qualified companies will be invited to bid.

The following terms and conditions shall be observed during tendering process:

  • The bidder must be available for at least 40 days after signing the contract (proven by a commitment letter)
  • Certificate of good standing issued by RDB
  • A valid tax clearance certificate
  • Proof of using EBM
  • 2 certificates of good completion for similar works (construction activities) in the recognized organization
  • CV and A0 degree in Civil engineering of at least one (a) staff (team leader, project or company engineer) that will lead the construction activities
  • A financial proposal (quotation) including all related taxes and other associated costs.

Bids will be submitted in a sealed envelope and addressed to the Executive Secretary of DUHAMIC-ADRI at Kicukiro head office no later than Wednesday September 4, 2024 at 10:00AM

The public opening of bids is scheduled on the same day at 10:30AM at the headquarters of DUHAMIC-ADRI.
