Context and background for this tender

Brief description of DUHAMIC-ADRI

DUHAMIC-ADRI is a Non-Governmental Organization legally granted by Rwandan law legally recognized by the Ministerial Order No. 943 of July 12, 1985 as a Local Non-Government Organization and its statutes were amended and accepted by the Ministerial Order No. 025/11 of 21th March 2005 and it has fulfilled all requirements for compliance with the new law number 04/2012 of 17/02/2012 governing the organization and the functioning of national non-governmental organization.

As local Non-Governmental Organization, DUHAMIC-ADRI has General Meeting Assembly, Board of Directors, Audit Committee, Conflict resolution committee and Executive Secretariat. The Executive Secretariat is formed by the personnel of organization in different administrative and technical units.

DUHAMIC-ADRI operates in Rwanda at countrywide scale with the vision to have “a rural world responsible for its self-socio-economic development” and the mission of supporting integrated development through the initiatives of the rural population in their struggle for self-development.

Brief description of Climate-Smart Agriculture Project

Since July 2024, DUHAMIC-ADRI has partnered with the United Nations High Commissioner for Refugees (UNHCR) through a signed Partnership Framework Agreement (PFA) to implement Phase II of the Climate-Smart Agriculture and Market Development for Enhancing Livelihoods of Refugees and their Host Communities in Rwanda.

The Climate-Smart Agriculture initiative aims to improve food security and self-reliance for 2,036 beneficiaries (732 refugee and 1,304 host community households, including 1,091 women and 945 men). By 2026, this project will benefit over 7,851 family members through climate-smart agricultural practices and a market development approach.

Specifically, the partnership focuses on contributing to achieving the following outcomes of the project: Outcome 1: Increased Agricultural Productivity and Outcome 2: Increased Household Income.

Objective

The objective of this assignment is to procure and distribute small livestock (goats and pigs) and to provide start-up veterinary kits to the identified households. The selected company will be responsible for ensuring the quality of livestock and veterinary kits, as well as for the timely and efficient distribution of these resources to the beneficiaries.

Scope of Work

The selected company will be required to:

Source and procure 846 goats and 23 pigs that meet the required health and quality standards.

  • Ensure that the livestock are healthy and suitable for the local environment.
  • Provide start-up veterinary kits for each goat and pig. Each kit should include:
    • Sulfadimidine (100g)
    • Introvit (100ml)
    • Intrafer (100ml)
  • Ensure that all veterinary supplies are of high quality and have not expired (newly produced).
  • Transport and distribute the livestock and veterinary kits to the identified beneficiaries across Gatsibo district at cell level in Nyabicwamba of Gatsibo Sector.

Deliverables:

  • Distributed 23 pigs and 846 goats accompanied by veterinary kits
  • A final report detailing the procurement and distribution process, including any challenges encountered and how they were addressed.

Note:

  • Distribution of these small livestock and kits & will be done at Nyabicwamba Cell of Gatsibo Sector of Gatsibo District.
  • Please note that any small livestock that may die within a period of 7 calendar days will be replaced by the supplier with no additional cost.

Timeline:

The entire assignment is expected to be completed within 20 days starting from the date of contract signing.

Application documents:

The following terms and conditions shall be observed during tendering process:

  1. A commitment letter to deliver all the needed items in a period of 20 calendar days after signing the contract
  2. Certificate of good standing issued by RDB
  3. A valid tax clearance certificate
  4. Proof of using EBM
  5. 2 certificates of good completion for similar works (supply &distribution of small livestock) in a recognized organization/Institutions;
  6. CV and degree of at least one (1) staff (veterinary) that will lead the selection of animals
  7. A financial proposal (quotation) including all related taxes, transportation of small livestock (from the selling point up to the distribution site) and other associated costs.
  8. Proof of financial capacity by submitting bank statements (balance) or a credit line that is equal to or exceeds the bid amount.
  9. Before the reception, the physical verification of supplied animals will be done by DUHAMIC-ADRI staff in collaboration with Sector Veterinaries;
  10. The supplied small livestock which does not comply with the technical specifications will not be accepted and received. The supplier will be requested to replace them before payment.
  11. The bidder will be request to hold the body weight tape measure on his/her side for later use during the reception period as it will be the one of the checking during the distribution;
  12. The bidder will be visited before contract signing.
