The Urugo Women’s Opportunity Center (WOC)is a multi-purpose community center in the heart of Kayonza, which promotes the social and economic empowerment of women in Rwanda. The Center offers education and rights training, job-skills training, and economic and employment opportunities for women and the community at-large. With the goal of achieving self-sustainability, the Center also operates revenue-generating activities to finance its educational and training work, such as lodging facilities, restaurant and bar, coffee shop, handicraft gift shop, market stalls, food production unit, and rental of space for meetings and events.  The Urugo-WOC is managed and operated by a Limited Liability Company (LLC) fully owned by Women for Women International.

TERMS OF REFERENCE FOR THE CONSYTRUCTION OF A TEMPORARY WORKING SPACE FOR THE KITCHEN, SUPPLY AND INSTALLATION OF A TENDER FOR THE LODGES AND RESTAURANT VERANDA REFURBISHMENT. 

1. Background

URUGO WOC intends to engage a qualified and experienced contractor to undertake the construction of a temporary working space for the kitchen, supply and installation of a tent for the lodges, and refurbishment of the restaurant veranda. The works are intended to ensure continuity of operations, improve service delivery, and enhance the overall functionality and appearance of the facilities.

2. Objective of the Assignment

The objective of this assignment is to:

  • Construct a temporary and functional working space for the kitchen
  • Supply and install a suitable tent for the lodges
  • Refurbish the restaurant veranda to meet required operational and aesthetic standards

All works must be completed in a professional, timely, and compliant manner.

3. Scope of Work

The contractor shall be responsible for, but not limited to, the following tasks:

3.1 Construction of Temporary Kitchen Working Space

  • Site preparation and layout
  • Construction of a temporary yet safe and durable kitchen working space
  • Installation of necessary structural elements (flooring, partitions, roofing if applicable)
  • Ensuring safety, hygiene, and functionality standards are met

3.2 Supply and Installation of Tent for Lodges

  • Supply of a high-quality, weather-resistant tent suitable for lodge use
  • Transportation to the site
  • Proper installation and anchoring of the tent
  • Ensuring structural stability and user safety

3.3 Restaurant Veranda Refurbishment

  • Assessment of the existing veranda condition
  • Refurbishment works including repairs, finishing, and improvements
  • Enhancement of durability, appearance, and usability
  • Cleaning and handover of the refurbished veranda

4. Work Plan and Methodology

Bidders must submit a detailed work plan that clearly outlines:

  • Understanding of the assignment
  • Proposed methodology for each component of the scope of work
  • Activity schedule and timelines
  • Human resources and equipment to be deployed
  • Quality assurance and safety measures
  • Risk identification and mitigation measures

The work plan should demonstrate the bidder’s ability to complete the assignment efficiently within the required timeframe.

5. Duration and Deadline

  • The proposed work schedule must align with the bidder’s submitted work plan.
  • Submission deadline for applications and proposals: December 22, 2025.

6. Eligibility and Mandatory Requirements

Interested bidders must meet the following mandatory requirements:

  1. Valid RRA Clearance Certificate
  2. Valid RSSB Certificate
  3. Valid RDB Certificate
  4. Two (2) recommendations or certificates of good performance from previous similar assignments

Failure to submit any of the above documents will result in disqualification.

7. Submission Requirements

  • Technical proposal including methodology and detailed work plan
  • Copies of all mandatory certificates
  • Company profile and relevant experience
  • Recommendations of good accomplishment

8. Financial Conditions

  • No advance payment shall be made.

  • Technical approach and quality of the work plan
  • Relevant experience and past performance
  • Capacity to deliver within the proposed timeline
