Terms of Reference for the production of a video documentary on key highlights from the Land Clinics
Background
Collectif des Ligues et Associations de Défense des Droits de l’Homme au Rwanda (CLADHO) is an umbrella of Human Rights organizations in Rwanda, established in 1993 with the mission of protecting, defending, and promoting human rights. CLADHO is actively engaged in promoting human rights, economic governance, social protection, the right to education, and citizen participation. As part of its ongoing initiatives, CLADHO is organizing a series of land clinics and dispute resolution across the districts of Kamonyi, Bugesera, and Gasabo. These clinics are designed to provide local communities with access to legal counsel and support on matters related to land rights, dispute resolution, and property issues.
To document the activities and impact of these land clinics and land dispute resolution, CLADHO seeks to produce a high-quality video documentary that will serve as a valuable resource for advocacy, awareness-raising on land related matters, and future programming. Under the CS Engage Dufatanye project, supported by Never Again Rwanda and funded by the Swiss Agency for Development and Cooperation, CLADHO is inviting proposals from qualified firms or individual consultants to produce a documentary film that highlights key takeaways from the land clinics held across the districts of Kamonyi, Bugesera, and Gasabo.
Purpose of the Assignment
The purpose of this assignment is to produce a video documentary that highlights key takeaways from the land clinics and land dispute resolution held across the districts of Kamonyi, Bugesera, and Gasabo. The documentary will feature insights from participants, service providers, and other relevant stakeholders, aiming to raise awareness about the significance of land rights and the critical role of alternative dispute resolution to support in resolving land disputes.
Objectives of the Documentary
The primary objectives of the video documentary are:
- To document the land clinic activities, including interactions between land clinic participants, experts in land management and other services offered among others.
- To highlight the impact of these land clinics and land dispute resolution on individuals and communities, with a focus on improved access to justice and resolution of land disputes.
- To raise awareness of land rights issues in Rwanda, particularly in rural areas, and promote the role of CLADHO in advocating for legal empowerment.
- To showcase the collaborative efforts between CLADHO and local authorities, community leaders, and other stakeholders in addressing land-related issues.
Scope of the Assignment
The documentary will cover the land clinics in the following districts: Kamonyi, Bugesera, and Gasabo. The scope of work includes:
- Pre-production planning, including research and scripting.
- Filming at land clinic and land dispute resolution events in the three districts.
- Interviews with key stakeholders, including CLADHO staff, experts in land management, local authorities, land clinic participants and community members.
- Post-production editing, including the addition of subtitles, graphics, and music to enhance the documentary’s appeal and clarity.
- Delivery of the final video in multiple formats suitable for publication, screenings, and other promotional uses.
Deliverables
The selected service provider will be expected to deliver the following:
Pre-production deliverables:
- A detailed production plan, including a timeline, location schedule, and list of individuals to be interviewed.
- A script or outline that defines the narrative structure of the documentary.
Production deliverables:
- High-quality video footage captured during the land clinic events in the three districts.
- Recorded interviews with a diverse set of stakeholders.
- B-roll footage of participants, the land clinic environment, and relevant contextual visuals.
Post-production deliverables:
- A fully edited video documentary, approximately 20-30 minutes in length, with a professional voiceover (if necessary), subtitles, and graphics as appropriate.
- A shorter teaser version of the documentary (2-3 minutes) suitable for social media sharing.
- All raw footage, audio files, and any other materials used in the production.
Final Deliverable:
Final video documentary delivered in formats suitable for online publication (e.g., MP4, MOV), DVD or USB drive, and a cloud-based storage link for easy sharing.
Target Audience
The video documentary will be aimed at:
- Local communities and landowners in Rwanda.
- Government stakeholders, including land officials, local authorities, and other public service providers.
- Non-governmental organizations (NGOs) and civil society organizations involved in land rights and legal empowerment.
Methodology
The service provider will use a participatory approach to capture the experiences of land clinic participants and stakeholders. The methodology will include:
- Interviews:Conducting in-depth interviews with a diverse range of stakeholders (e.g., CLADHO staff, local authorities, experts in land management, and land clinic participants).
- Observation:Filming land clinic and dispute resolution sessions to capture real-time interactions, workshops, and consultations.
- Storytelling:Weaving together the stories of individuals who have benefited from the land clinics, showcasing personal testimonies of how the clinic helped resolve land disputes and empower them in land-related matters.
- B-roll footage:Filming supplementary visuals that provide context and enhance the documentary’s narrative, including local landscapes, community gatherings, and the broader social and economic environment.
Duration
The assignment is expected to last for a period of Eight (8) weeks, including pre-production, production, and post-production activities. The timeline is as follows:
- Week 1:Pre-production (planning, scripting, and organizing logistics).
- Week 2-6:Production (filming in Kamonyi, Bugesera, and Gasabo).
- Week 7-8:Post-production (editing and finalizing the documentary).
Qualifications and Expertise
The selected service provider or production company should possess the following qualifications:
- Proven experience of at least 5 years in film, reporting, producing high quality video documentaries, production, directing, and editing.
- Strong technical skills in video production, including filming, editing, and sound design.
- Ability to work in rural and challenging environments, with flexibility to adapt to local conditions.
- Strong storytelling and narrative skills to present complex issues in an accessible and engaging manner.
- Experience in working with NGOs or community organizations is a plus.
Reporting and Supervision
The service provider will report directly to the Executive Secretary of CLADHO, who will offer oversight and guidance throughout the production process. The service provider will collaborate closely with the CLADHO-CS Engage Dufatanye project team to ensure quality assurance. Regular check-ins will be scheduled to monitor progress and ensure the service provider remains on track.
