TERMS OF REFERENCE PROVISION OF INTERNET SERVIVES

Management Science for Health (MSH) is a global nonprofit advisory organization that provides governments, health organizations, and the private sector with the strategies, tools, and management support to effectively and efficiently deliver high-functioning health systems. MSH Rwanda is currently implementing the USAID Ireme (HSS Next) Project and the Medicines, Technologies, and Pharmaceutical Services (MTaPS) Program, both funded by USAID.

Management Sciences for Health (MSH) is looking for Internet Service Provider (ISP), to provide stable internet at his main office in Rwanda, located in Cell: Kamatamu, Kacyiru Sector, Gasabo district. The contract is for one year, renewable based on performance.

Objectives

The primary objective of this TOR is to solicit proposals from qualified service providers for the installation, configuration, and maintenance of fiber internet services. The specific goals include:

  • Providing high-speed, reliable fiber internet connectivity.
  • Ensuring minimal downtime and robust support.
  • Enabling secure data transfer and communication.

Scope of Work

The service provider will be expected to:

Installation and Configuration

  • Assess the current infrastructure and requirements.
  • Install necessary fiber optic cables and related hardware from the main terminal to the main switch. The inhouse cabling is already in place.
  • Configure routers and network settings, test the speed and stability of the link to ensure optimal performance.

Internet Speed and Reliability

  • Provide a minimum internet speed of 50mbp, upload and download/ up and down – dedicated
  • Provide a Wireless Backup Link
  • Ensure a Service Level Agreement (SLA) that guarantees up time of at least 99.9%

Maintenance and Support

  • Offer ongoing maintenance and technical support.
  • Provide a dedicated support contact for immediate issue resolution.
  • Conduct regular system checks and updates.

Security

  • Implement necessary security measures to protect data and maintain confidentiality.
  • Provide details on data protection protocols.

Deliverables

The following deliverables are expected from the service provider:

  • Project Plan: A detailed project plan outlining timelines, milestones, and deliverables.
  • Installation Report: A report confirming successful installation and configuration.
  • Service Level Agreement: Documentation detailing uptime guarantees and support response times.
  • Maintenance Schedule: A schedule for regular maintenance and updates.
  • Security Protocol Documentation: Details on implemented security measures.

Duration of the Contract

The contract is expected to last for one year, with the possibility of renewal based on performance and mutual agreement.

Proposal Submission

Interested service providers must submit a proposal that includes:

  • Company profile and experience.
  • RDB registration to operate in Rwanda
  • Valid tax clearance
  • VAT registration certificate
  • Technical approach and methodology.
  • Detailed pricing structure.
  • References from similar projects at least three references.
  • Compliance with any regulatory requirements.

  • Technical capability and experience.
  • Cost-effectiveness.
  • Quality of proposed solutions.
  • Commitment to service levels and support.
