Provision of health insurance services for Staff of German Sparkassenstiftung Rwanda for 2026 and 2027

TERMS OF REFERENCE 

1. INTRODUCTION

German Sparkassenstiftung for international Cooperation (DSIK) was established in 1992 with the global mission of financial sector development and financial inclusion in developing countries. Since 2009, DSIK has been permanently active in Rwanda in partnership projects with focus on strengthening the microfinance sector. Currently, DSIK implements projects in Rwanda funded by the German Federal Ministry of Economic Cooperation and Development (BMZ), the German Gesellschaft für internationale Zusammenarbeit (GIZ) and World Bank through CGAP. Project activities are implemented in collaboration with the Ministry of Trade and Industry (MINICOM), the Ministry of Finance and Economic Planning (MINECOFIN), the National Bank of Rwanda (BNR), the Rwanda Cooperative Agency (RCA) as well as with the Rwanda Institute of Cooperatives, Entrepreneurship and Microfinance (RICEM). The activities in Rwanda are in accordance with the Rwandan national development strategies, Vision 2050, and the National Strategy for Transformation (NST).

In regards of the projects mentioned above, DSIK is searching for a high-quality service provider to provide private health insurance services for around 15 local staff members and their legal dependents.

The specifications for this service tender are provided below and DSIK has carefully reviewed these Technical Specifications and has determined that they do not show an unjustified preference for any Service Provider.

2. SUMMARY OF INSURANCE COVER TO BE PROVIDED:

The successful service provider is requested to provide extensive medical Insurance to DSIK (German Sparkassenstiftung Eastern Africa) Staff and their legal dependents medical services but not limited to the following:

  • Outpatient Care: Consultations, diagnostic tests, and treatment with specialists if consented by the individual. Specialists may include, but are not limited to, internal medicine, gynecology, dermatology, physiotherapy, urology, neurology, pediatrics, and psychiatry.
  • Inpatient Services: Access to a room in the hospital most appropriate for the case, including medical, surgical, diagnostic, and therapeutic services related to the accident/illness.
  • Short-Term Acute Conditions: Treatment for short-term (acute) medical conditions, including inpatient tests and surgery.
  • Accident and Emergency Care: Admission, treatment, and care for accidents and emergencies.
  • Diagnostic Tests: Laboratory tests, x-rays, ultrasound, CT and MRI scans, oncology tests, and other diagnostic procedures upon the recommendation of a medical doctor.
  • Vaccination: Vaccinations for staff if deemed necessary.
  • Health Guidance and Talks: Provision of health care guidance and talks, if required.
  • Optical Services: Eye testing, surgery, and lenses as prescribed by a qualified ophthalmologist, up to an agreed financial limit.
  • Medical Practitioners and Facilities: Access to a wide range of medical practitioners, clinics, and hospitals available to members on the scheme.
  • Dental Services: Services including cleaning, filling, extraction, and root canals, up to an agreed financial limit.
  • Annual Check-Up: Annual general medical check-up at least once a year, with or without medical recommendation.
  • Circumcision: Circumcision services for children and adults.
  • Family Planning: Family planning services for affiliated members.
  • Overseas Treatment: Coverage for treatment while on private or official trips abroad and for overseas students who are eligible legal dependents.
  • Hospital Accommodation: Access to the most appropriate room in the hospital, with preferred individual private rooms.
  • Funeral Services: Funeral services for staff, legal dependents, and affiliated members.
  • Other Medical Conditions: Coverage for other medical conditions as necessary.

Caveats:

  • New staff should be added to prorated annual premiums.
  • Reimbursement payments should be allowed where no providers exist.
  • Resigned staff should be eligible for a prorated refund of premiums, provided their loss ratio is not above 30%.
  • No charge for membership cards.
  • All claims should be covered up to 90% (10% co-pay) for out-patient, and 100% for in-patient.

The bidder must demonstrate:

  1. A documented claims management system, including:
    • Turnaround times for approvals and reimbursements
    • Appeals and complaints handling process
  2. Ability to provide:
    • 24/7 customer support or emergency contact
    • Multilingual support (English/French/Kinyarwanda, as relevant)
  3. Commitment to service level standards (SLAs), including response times.

Note: Bidders may propose additional extensions (clauses) that are deemed advantageous.

3. LEGAL & REGULATORY ELIGIBILITY (Knock-Out)

The bidder must present in their bid:

    1. Be a legally registered and licensed health insurance provider in Rwanda.
    2. Hold a valid license issued by the National Bank of Rwanda (BNR) to operate health insurance services (attach copy).
    3. Be fully compliant with Rwandan tax and social security obligations, evidenced by:
      • Valid Tax Clearance Certificate
      • RSSB compliance certificate (or equivalent)

4.  EXPERIENCE & INSTITUTIONAL CAPACITY (Knock-Out)

The bidder must demonstrate in their bid:

  1. Minimum 5 years of continuous experience providing private health insurance in Rwanda.
  2. Proven experience insuring corporate clients, NGOs, UN agencies, or international organizations
    (at least 3 comparable references within the last 3 years)
  3. Ability to manage a minimum portfolio size comparable to the NGO’s staff population.
  4. Availability of a dedicated account manager or focal point for institutional clients.
