TERMS OF REFERENCE TO PRODUCE A DOCUMENTARY VIDEO HIGHLIGHTING
THE GRADUATION PROJECT ACHIEVEMENTS IN KIZIBA AND MAHAMA
- Background
Caritas Rwanda is a non-governmental organization legally registered, with the mission to assist people in need and foster their integral human development. Caritas Rwanda has more than 60 years of working experience in building poor families’ resilience through development, social welfare, and health departments.
In collaboration with UNHCR and MINEMA, Caritas Rwanda has been implementing the Graduation project: “Pathways to Economic Inclusion and Self-reliance of the refugees along with their host communities in Rwanda’’. The program intends to promote the self-reliance and livelihoods of refugees and host community members in Kiziba, and Mahama refugee camps by providing them with integrated and multi-sectorial services including financial literacy, income-oriented agricultural and livestock promotion, market linkages, and seed capital provision to finance their income-generating activities.
It is in this regard that Caritas Rwanda wishes to request expression of interest from qualified and competent consultancy firms to produce a documentary video (of 10 minutes) in HD format that presents the project achievements; a 3-minute highlight video for social media and 10 high-quality photographs taken during filming to be used for promotion. The assignment will be carried out in Kiziba and Mahama shooting taking places in carefully identified sites whilst reflecting realities of the target population.
- Purpose of the documentary video production
It is intended to present the achievements of the Graduation Project in line with its aim which is the promotion of economic inclusion, self-reliance and livelihoods of refugees and their host communities. The main pillars of the project being the access to financial services facilitated, the self-employment promoted and the cash grant/seed capital provided to allow the project participants implement their business plans.

- Objectives
The main objective of the assignment is to produce a 10 (ten) minutes audio-visual media product of high-resolution photographs respecting all professional standards that can be used in various communications platforms, a 3-minute highlight video for social media, and 10 high-quality photographs taken during filming to be used for promotion. Given the support provided by the project, the documentary video should be produced to communicate the achievements of the project beneficiaries since 2022 up to the time of video production in terms of:
- Improved food security;
- Established sustainable stabilized income;
- Established savings including assets;
- Self-confidence;
- Access to networks and services;
- Promoted positive mindset regarding the graduation program.
- Scope and deliverables of the video production
The consultant shall:
a) Develop and present to Caritas Rwanda, an inception report focusing on the Approach, Methodology and work plan:
- Provide detailed information regarding the internal/external processes that will be put in place to complete the work.
- For each task under the scope of work, include a summarized work plan that includes the tasks, timelines, and dates. The proposed timeline of the assignment is 12 calendar days.
- Provide a communication summary on how the client will be kept in loop on the production process.
- Provide subtitles in English when the story is presented in any other language.
b) Develop initial plans during pre-production for the video;
c) Shoot video scenes and segments in real-time during production respecting all professional standards in lighting, angles, and location to make the production as appealing as possible in a relevant shooting environment.
d) Do professional editing with relevant sound and visual effects, colors, audio enhancements for broadcast and posting online.
Audio balance the final product and convert it in formats for use on TV, Facebook, Twitter and institution online website.
The consultant shall always provide samples of scripts and draft video clips to Caritas Rwanda for approval to ensure quality standards before being made public.
- Application requirements
- Cover letter confirming the consultant’s interest to provide the required services;
- A copy of RDB registration certificate/ with experience in audio-visual production;
- A certificate of good standing delivered by RDB;
- Technical proposal presenting an executive summary, technical approach, methodology and work plan of the assignment. Clearly indicate the timeline to complete this assignment;
- Financial proposal clarifying cost breakdown and payments modalities;
- Both the videographer and the video editor should include a link in their CV showcasing experience on recognized videography platforms, such as IMDb, film festivals, Vimeo Staff Picks, or Behance, with a preference for IMDb.”;
- The videographer should have experience working with international organizations or global broadcasting agencies;
- The videographer should have led and directed documentaries, TV series, and shows for reputable broadcasting agencies, with experience as Director of Photography for productions such as ‘TV Series and ‘Documentary TV;
- At least, two certificates of good completion in video production;
- Degrees/Certificates in this domain and CVs of the team composed by three person (Team Leader, Videographer and Translator);
- The proposed team should be fluent in Kinyarwanda and English;
- The team lead should have experience in research, monitoring and evaluation, as well as in socio-economic and community engagement;
- Two samples of the previous work (Videos);
- Ability to work in diverse cultural settings and maintain sensitivity toward vulnerable communities;
- Knowledge of refugee and livelihood projects is an asset;
- Clearly propose, in the bid, the technical team that will work on this assignment.
- Selection criteria
Applications will be assessed based on cost reasonableness (30marks) and technical competence (70marks). Only the applicants who score more 49/70 marks and above in technical evaluation will go to the step of financial evaluation.
