EPD ToR – Behaviour Change Radio Sketch for Power for Food Partnership

1. Background

The Power for Food Partnership Programme, implemented by EPD and partners, promotes regenerative agriculture and productive use of renewable energy (PURE) across Rwanda. The programme aims to enhance food systems resilience, improve farmers’ livelihoods, and scale renewable energy solutions for agricultural value chains.

Energy Private Developers (EPD), as a partner within the Power for Food Partnership, seeks to strengthen public awareness on the nexus between renewable energy and agriculture. To achieve this, EPD intends to produce a 2–3-minute radio sketch (short radio drama) that conveys the benefits of renewable-energy-powered farming solutions and regenerative practices to farmers and other agricultural stakeholders.

2. Strategic Alignment

This assignment contributes to the Power for Food Partnership’s Learn–Link–Leverage pathways by enhancing farmers’ knowledge (Learn), strengthening linkages between renewable-energy providers and agri-food value chains (Link), and leveraging partnerships and finance for scaling regenerative agriculture solutions (Leverage). The communication aligns with EPD’s mission to catalyse private-sector-led clean energy solutions for productive use and sustainable food systems.

3. Objective of the Assignment

To produce an engaging and culturally relevant radio sketch (short radio drama) that demonstrates the benefits of renewable-energy solutions for farming enterprises — increasing awareness, interest, and willingness to adopt technologies such as solar irrigation, solar dryers, solar cold rooms, and other productive-use applications.

4. Scope of Work

The selected service provider will:

  1. Develop a 2–3-minute storyline and script highlighting renewable-energy use in farming.
  2. Integrate key behavioural-change communication principles aligned with the Learn– Link–Leverage framework.
  3. Portray realistic farmer characters and local success stories to inspire peers.
  4. Record, edit, and master the sketch in broadcast-quality audio (MP3/WAV).
  5. Provide short promotional versions (30–60 sec) if requested.
  6. Deliver final products ready for airing on radio and digital channels.

5. Target Audience

Primary: Farming practitioners (smallholder and cooperative farmers, youth and women agripreneurs).

Secondary: Renewable-energy suppliers, agricultural cooperatives, local leaders, financiers, and extension agents who influence technology adoption.

6. Key Behavioural Message Themes

  • The sketch shall clearly convey the following themes:
    1. Productivity & Economic Benefits: Renewable energy reduces costs and increases output and income compared with diesel or manual methods.
    2. Post-Harvest Management: Solar dryers and cold storage reduce losses and improve product quality.
    3. Climate Resilience: Renewable technologies enable farmers to adapt to droughts and reduce carbon emissions.
    4. Empowerment & Learning: Farmers can access training and financing options to adopt these technologies.
    5. Collaboration & Linkages: Adoption is easier when farmers connect with certified suppliers and cooperatives.

7. Call to Action

End the sketch with a simple, memorable message encouraging farmers to seek information or purchase renewable-energy farming solutions from certified providers or local cooperatives participating in the Power for Food Partnership.

8. Expected Outcome / Impact

  • Increased awareness among farmers on the availability and benefits of renewable- energy technologies for agriculture.
    • Positive attitude shift towards adoption of clean and productive energy solutions.
    • Strengthened visibility of EPD and Power for Food Partnership as enablers of regenerative and climate-smart farming.

10. Duration

The assignment shall be completed within 10 calendar days after contract signature.

11. Qualifications & Requirements

Legally registered company.

  • Proven experience in radio drama, behaviour-change communication, or development storytelling.
  • Demonstrated capacity for high-quality sound production.

12. Submission Requirements

  • Interested firms must submit:
    • Company profile and legal registration documents.
    • Samples of previous radio or audio work.
    • Technical proposal outlining storyline concept and approach.
    • Financial proposal (itemised cost breakdown).

13. Payment Modality

Payment shall be deliverable-based and made upon approval of outputs according to contract terms.

14. Supervision and Reporting

The assignment will be supervised by the Power for Food Partnership communication focal point in collaboration with EPD and implementing partners. All deliverables are subject to review and approval before acceptance.
