Terms of Reference (ToR) for a Consultant to Produce a Documentary for Family Circle Love Lab Organization (FCLLO)
Introduction
Family Circle Love Lab Organization (FCLLO) is a women-led, non-governmental organization (NGO) based in Huye, Southern Province, Rwanda. Since its founding in 2015, FCLLO has been dedicated to preventing and responding to gender-based violence (GBV) against women and girls. Registered with the Rwandan government under registration code 221/RGB/NGO/LP/04/2018, FCLLO addresses GBV through community awareness, training, advocacy, mental health support, and economic empowerment.
Through its VUGA UKIRE Trauma Healing Center, FCLLO offers specialized trauma healing services and SGBV case management. Additionally, through Avowomen Ventures, Ltd., FCLLO integrates avocado farming into the economic recovery of SGBV survivors, creating green jobs and promoting gender equality and economic independence.
This documentary is expected to highlight the successes and transformative impact of FCLLO’s initiatives, serving as a powerful tool to attract potential funding partners and raise awareness among national and international policymakers on the importance of ending SGBV and fostering gender equality.
Objective of the Consultancy
The primary objective of the consultancy is to produce a professional and impactful documentary that:
- Highlights FCLLO’s effortsto prevent and respond to SGBV through its various programs and initiatives.
- Showcases success storiesthat reflect the tangible impact FCLLO has on women and girls in Rwanda.
- Aligns FCLLO’s work with donor priorities, including gender equality, sustainable development, and economic empowerment.
- Encourages potential funding partnersto support FCLLO’s future initiatives.
- Raises awarenesson the urgency of ending SGBV and serves as a call to action for policymakers at both national and international levels.
Scope of Work
The consultant will work closely with FCLLO to produce a documentary that meets the objectives outlined above. Specific tasks include:
Research and Pre-Production
- Conduct background research on FCLLO’s history, programs, and key achievements to ensure a comprehensive understanding of the organization’s work.
- Develop a detailed script and storyboard in collaboration with FCLLO, ensuring that the documentary addresses the organization’s key themes of gender equality, SGBV prevention, economic empowerment, and sustainable development.
- Identify and arrange interviews with key stakeholders, including beneficiaries, FCLLO staff, community members, and external partners, to capture diverse perspectives and narratives.
Production
Film on-site at FCLLO’s various program locations, including the VUGA UKIRE Trauma Healing Centerand Avowomen Ventures, Ltd. Capture footage that reflects:
- Community Awareness Campaigns: FCLLO’s efforts to challenge cultural norms contributing to GBV.
- Training Sessions: FCLLO’s initiatives on SGBV, SRHR, child rights, and the intersection of climate change with gender violence.
- Trauma Healing: Services provided at the VUGA UKIRETrauma Healing Center to survivors of SGBV.
- Economic Empowerment: Avocado farming and horticultural activities, soap making, waiving, arts and creativity that promote economic independence for SGBV survivors.
- Advocacy Efforts: FCLLO’s work in policy advocacy for SGBV prevention and legal aid.
- Conflict Management: Training on conflict resolution and peacebuilding in the community and special accompaniment for couples.
Post-Production
- Edit the footage to create a high-quality, 30-50 minutes documentary that tells a compelling story of FCLLO’s impact, with a 3-5 minute version for promotional use.
- Include infographics, data, and visuals that emphasize FCLLO’s contribution to gender equality, economic empowerment, and environmental sustainability.
- Provide narration and/or subtitles as needed to ensure the documentary resonates with diverse audiences, including potential donors, policymakers, and the public.
Strategic Messaging
- Ensure the documentary communicates FCLLO’s alignment with international donor priorities such as gender equality, sustainable development, and economic empowerment.
- Incorporate a clear call to action encouraging donors and stakeholders to support FCLLO’s mission.
Deliverables
The consultant is expected to deliver the following outputs:
Work Plan and Script: A detailed work plan outlining key milestones and a script that aligns with FCLLO’s objectives.
Documentary:
- A 30-50 minute high-quality documentary.
- A shorter 3-5 minute version for promotional purposes.
Raw Footage: All raw footage captured during production.
- Final Documentary Format: Provide the final version in multiple formats for various platforms (social media, website, donor presentations, etc.).
- Infographics and Data Visuals: Supporting visuals that complement the documentary’s narrative and clear and comprehensive subtitles.
Consultant Qualifications
The ideal consultant should possess:
- Extensive experiencein documentary filmmaking, particularly in the fields of social justice, development, and gender equality.
- Technical expertisein videography, audio, editing, and production.
- Knowledge of SGBV, gender issues, and women’s empowerment, especially in the Rwandan or East African context.
- Experience working with NGOsand a demonstrated ability to tell compelling stories of social impact.
- Strong collaboration skills, able to work closely with FCLLO and stakeholders to capture the essence of their work.
Timeline
The assignment is expected to take 4-6 weeks, with key milestones as follows:
- Week 1-2: Research and pre-production planning, script development.
- Week 3-4: Filming and on-site interviews.
- Week 5-6: Post-production editing, final review, and delivery of the documentary.
This timeline ensures that all critical phases are completed within the designated 4-6 week period, while allowing flexibility for quality work at each stage.

Evaluation Criteria
Proposals will be evaluated based on the following:
