TERMS OF REFERENCE (TOR) FOR HIRING A FACILITATOR TO INITIATE AND ORGANIZE A SCHOOL-LED SCORECARD PROCESS IN SIX SCHOOLS TO ASSESS THE IMPLEMENTATION OF EDUCATION STANDARDS

1. Background

Ensuring quality education requires active participation of school stakeholders in monitoring how education standards are being implemented. A school-led scorecard process is a participatory accountability tool that enables school communities’ teachers, students, parents, and local leaders to collectively assess school performance against national education standards, identify gaps, and develop joint improvement plans.

REFAC seeks to strengthen school-level accountability through participatory mechanisms. To this end, REFAC intends to hire a qualified facilitator to lead the initiation and organization of a school-led scorecard process in six selected schools

.2. Purpose of the Assignment

The purpose of this assignment is to facilitate a participatory school-led scorecard process to assess how education standards are implemented and to generate actionable recommendations that will improve school performance, accountability, and inclusiveness.

3. Specific Objectives

  1. Orient school management structures and community representatives on the scorecard methodology.
  2. Guide school stakeholders to identify indicators aligned with education standards (teaching quality, learning environment, inclusiveness, governance, etc.).
  3. Facilitate scorecard sessions in each of the six schools to assess performance.
  4. Support schools to analyse findings, identify strengths and weaknesses, and develop action plans.
  5. Document key lessons, community feedback, and recommendations for education authorities.

4. Scope of Work

The facilitator will undertake the following activities:

  1. Preparation Phase
  • Develop and submit an inception report with a detailed methodology and work plan.
  • Prepare simplified scorecard tools adapted to the education standards.
  • Coordinate with school leaders and local education authorities to schedule scorecard sessions.
  1. Implementation Phase
  • Conduct orientation sessions for members of School Management Committees (SMCs), Parent-Teacher Committees (PTCs), teachers, and students.
  • Facilitate participatory discussions where stakeholders assess school performance using the scorecard tool.
  • Ensure that marginalized groups (including girls, students with disabilities, and vulnerable parents) are meaningfully engaged.
  1. Follow-Up and Reporting Phase
  • Compile and analyse results from the six schools.
  • Facilitate a joint validation meeting with district education officials and school representatives.
  • Prepare and submit a comprehensive report with findings, school improvement plans, and recommendations.

6. Duration of the Assignment

The assignment is expected to last 18 days, including preparation, delivery, and report writing.

7. Required Qualifications and Experience

Bachelor’s degree in Education, Social Sciences, Development Studies, or related field.

Minimum 3 years of experience in participatory facilitation, education governance, or community accountability processes.

Proven experience in implementing Community Scorecard or Social Accountability tools.

Strong knowledge of Rwanda’s education policies and standards.

Excellent facilitation and report-writing skills in Kinyarwanda and English.

8. Reporting and Supervision

The facilitator will work under the overall supervision and guidance of the REFAC National Coordinator and under daily coordination of the TWIYUBAKIRE IMIYOBORERE Y’UBUREZI Project Manager to ensure quality delivery and documentation of results.

9. Logistics and Payment

The organization will cover logistical expenses related to venue, training materials, and participant refreshments and Payment will be made based on satisfactory completion of deliverables as outlined in the contract.

10. Ethical Considerations

The facilitator must:

  • Ensure informed consent and voluntary participation of all stakeholders.
  • Respect confidentiality and data privacy.
  • Promote inclusive participation, ensuring gender and disability sensitivity.
  • Comply with safeguarding and child protection policies.
