- Background
Trócaire Rwanda works with civil society partners to strengthen organizational capacity, accountability, and compliance with both national and donor requirements. A critical aspect of this commitment is ensuring that partners meet statutory obligations set by the Rwanda Revenue Authority (RRA), particularly in relation to timely and accurate financial reporting. To this end, three partners – IRIBA, REFAC, and STRADH – require targeted technical support to record all transactions for the period January–December 2025 in QuickBooks, reconcile accounts, and prepare statutory financial reports. This includes the production of an Income Statement and Balance Sheet fully aligned with RRA standards, enabling partners to submit compliant reports, close the financial year properly, and carry forward balances into 2026. By prioritizing RRA compliance, this consultancy will not only strengthen internal financial management systems but also safeguard partners against regulatory risks, enhance transparency, and reinforce donor confidence in their accountability practices.
- The overall objective is to support the three partners
The objective of this consultancy is to support IRIBA, REFAC, and STRADH in recording all transactions for January–December 2025 into QuickBooks, reconciling accounts, and producing statutory financial reports — specifically the Income Statement and Balance Sheet required for submission to Rwanda Revenue Authority (RRA). The consultant will also guide partners through year-end closure and carry-forward balances to 2026.
- Scope of Work
The consultant will:
- Review existing financial records and supporting documentation for each partner.
- Enter all transactions into QuickBooks in line with accounting standards and organizational policies.
- Reconcile accounts to ensure accuracy and completeness.
- Generate financial reports (Income Statement and Balance Sheet) for submission to RRA.
- Provide guidance and hands-on support to partner finance staff on year-end closure and carry-forward procedures.
- Deliver a brief capacity-building session to strengthen partners’ ability to maintain QuickBooks records independently.
- Deliverables
The consultant is expected to deliver:
- Clean and reconciled QuickBooks records for IRIBA, REFAC, and STRADH covering January–December 2025.
- Final financial reports (Income Statement and Balance Sheet) ready for submission to RRA.
- Year-end closure support, including carry-forward balances to January 2026.
- A short capacity-building note outlining recommendations for sustaining accurate financial management practices.
- Duration and Timeline
- The assignment will take three (3) weeks.
- Tentative period: February 2026 (to allow completion of 2025 records and reporting).
- Consultant must be available to work closely with partner staff during this period.
- Required Qualifications
- Proven expertise in QuickBooks accounting system.
- Strong knowledge of Rwanda Revenue Authority (RRA) reporting requirements.
- At least 5 years of experience in financial management, auditing, or consultancy with NGOs/CSOs.
- Demonstrated capacity to train and mentor finance staff.
- Excellent analytical, communication, and reporting skills.
- Reporting and Supervision
- The consultant will report to Trócaire Rwanda’s Finance & Administration Manager
- Day-to-day coordination will be with designated finance focal persons from IRIBA, REFAC, and STRADH.
