- Background
The “Improving Skills for Holistic Employment in Modern Agriculture (ISHEMA) project – RWA/030 aims to contribute to Rwanda’s ambition to sustainably transform agricultural systems in Rwanda and increase livelihoods through enhanced climate-resilient TVET in agriculture. To achieve this, it will focus on
- Improving access to high-quality skills and formal certification in agriculture, food processing and animal health, especially for women, youth and people with disabilities
- Enhancing effectiveness of mechanisms for agricultural innovation and learner’s insertion in the agricultural labour market, especially for women, youth and people with disabilities
The ambitions of the project perfectly align with Luxembourg’s general Development Cooperation strategy “Road to 2030” which aims to strengthen the vocational training system in partner countries and support employability of women and youth in order to enhance the socio-economic integration of these target groups.
The project will run for six years from 2024 to 2030, with a budget of 30 000 000 EUR.
- Place of Work
A Project Coordination Office (PCO) located in the LuxDev Country Office in Kigali will be set up to ensure the correct project implementation, and insure proper administrative and financial management, with the support of an Operational Pool, in line with the content of the project’s document. The PCO will be managed by a Chief Technical Advisor (CTA).
The National Technical Assistant will be part of the RWA/030 PCO. He/She will support the CTA in implementing certain activities related to Specific Objective 1 (SO1): Improve access to high-quality skills and formal certification in agriculture, food processing and animal health, especially for women, youth and PwD.
- Role
Contribute to the planning of activities under results SO1 of the project:
- 1: central and district level institutions ensure proper guidance and oversight for targeted TVET CoEs
- 2: targeted TVET CoEs benefit from high-quality infrastructure and equipment, providing a conducive learning environment for their students
- 3: targeted TVET CoEs provide quality long term (L3-5) training
- 4: targeted TVET CoEs provide quality short courses for upskilling and reskilling
- 5: targeted TVET CoEs provide on-the-job training and essential commercial services through their business-oriented production units
- 6: targeted TVET CoEs facilitate RPL learning through their assessment centers
- Support National TVET CoE Advisors in the correct preparation, implementation and monitoring of activities under these results;
- Liaise and collaborate closely with the International TVET Advisor;
- Provide direct capacity development (CD) support to RTB, NESA and to district-level institutions such as the District Director of Education (DDE) and the Sector Education Inspector (SEI);
- Liaise and collaborate closely with the official focal points from RTB, NESA, RAB and relevant district authorities responsible for targeted TVET CoEs;
- Follow emerging initiatives of other Development Partners related TVET agriculture and actively pursue synergies.
- Education and/or experience – mandatory or desirable
Education
- Relevant Bachelor’s/Bachelor of Technology or higher degree in fields such as Agriculture, Education, or a related area is required.
Experience
- Minimum of 5 years of relevant professional experience in Technical and Vocational Education and Training (TVET), preferably in the agriculture sector, is mandatory;
- Strong understanding of national TVET system, policies, frameworks and specifics, especially those related to agriculture is mandatory;
- Proven experience in providing technical advice/support within the context of TVET, particularly related to agricultural programs is considered an asset;
- Demonstrated ability to collaborate and liaise effectively with various stakeholders, including government agencies (RTB, NESA, RAB and others), district authorities, and TVET school management and teaching staff is highly desirable.
Competencies
- Fluency in English and Kinyarwanda is mandatory;
- Knowledge of French is considered an added value;
- Strong intercultural competence and networking abilities are necessary to collaborate effectively with diverse stakeholders.
