Since 2007, Living Water has embarked on a transformative journey in Rwanda, dedicating itself to providing safe water to communities in need. Our focus initially rested on operations, but in 2012, under the guidance of the Ministry of Natural Resources, we shifted our efforts to the Ruhango district. As our commitment deepened, Nyanza District became part of our fold in 2019. This strategic approach enables us to form meaningful connections within the very communities we serve. Our distinct approach, implementing WASH Program Areas, fosters enduring physical and spiritual development. By addressing the critical needs of water, hygiene, and sanitation, we foster ownership and sustainability, engaging communities, churches, leaders, and stakeholders. This fusion of gospel and service creates a unique tapestry of transformation, empowering local churches as leaders in their communities.

REQUEST FOR EXPRESSION OF INTEREST (EoI) FOR PROVISION OF SECURITY SERVICES
(PREQUALIFICATION STAGE)
1. Background
Living Water International Rwanda (LWIR), an affiliate of Living Water International (LWI), is a Christian non-governmental organization that has been operating in Rwanda since 2007 to provide Water, Sanitation, and Hygiene (WASH) services. LWIR hereby invites qualified and experienced security companies to submit Expressions of Interest (EOIs) for the provision of security services at its offices located in Kigali City, Ruhango District.
2. Scope of Services
- The selected security company will be responsible for providing professional security services, including but not limited to:
- Deployment of well-trained and uniformed personnel.
- 24-hour surveillance and protection of premises.
- Access control and incident reporting.
- Ensuring the safety of LWIR staff, visitors, and property.
3. Eligibility Requirements
- Interested security service providers must meet the following requirements:
- Proven experience of at least five (5) years in providing security services
- Valid registration certificate issued by the Rwanda Development Board (RDB).
- Valid Tax Clearance Certificate issued by the Rwanda Revenue Authority (RRA).
- Valid clearance certificate issued by the Rwanda Social Security Board (RSSB).
- Good standing certificate by RDB
- Demonstrated capacity to provide well-trained and uniformed personnel.
4. Submission Instructions
- The Expression of Interest should include:
- Technical proposal.
- Financial proposal.
- All required supporting documents.
- All documents must be merged into ONE PDF document
- Submissions should be sent via email to: [email protected] and write “EOI FOR PROVISION OF SECURITY SERVICES”
- Deadline for submission: 23rd June 2026, 17:00 Rwanda time. Late submissions will not be accepted.
